Overview

Major Functions

Actively participates in maintaining the Waste & Recycling Division’s exceptional performance level by meeting and/or exceeding job requirements and customers’ (internal and external) expectations coupled with a positive attitude, unparalleled ethical behavior, and unquestionable work ethic.

Responsible for the management and coordination of the Waste & Recycling & Division engineering staff work efforts. Coordinates the daily efforts of the engineering section and directs the work load of the staff. Responsible for ensuring proper technical support to the customer service and operations sections of the Division, provides recommendations to the Solid Waste Director, and provides engineering supervision over all construction, engineering and operational projects.

Responsible for identifying opportunities for process improvement, facilitating collaborative problem solving with stakeholders, and implementing related changes.

Illustrative Duties

• Responsible for planning, coordinating and overseeing all Waste & Recycling Division projects. Supervises the studies, planning, design and construction of various solid waste facilities and activities such as transfer stations, landfill cell expansion, landfill closure, leachate management, financial assurance estimates for closure, resource recovery, landfill gas management, storm water management, septage management, utilities, groundwater monitoring, landfill volumetric determinations and life expectancy, landfill cover requirements, liners and erosion control systems.
• Schedules and provides design and overall project supervision to meet project completion date and approved budget. Reviews and directs the work of consultants, subordinates and others as needed. Implements and incorporates best management practices into landfill designs and practices.
• Oversees collection of data, information and related project matters used in the preparation of project reports, budget preparations, and cost analyses.
• Responsible for determining engineering personnel needs, assigning tasks, supervising staff, and estimating budget requirements. Plans and acts on administrative and personnel matters and functions of assigned staff. Conducts and/or attends staff conferences/meetings.
• Prepares, and supervises preparation of, reports and applications for State and Federal permits.
• Responds to, meets with, and answers inquiries from the public. Acts as liaison with other public, municipal, county, State and Federal environmental and engineering agencies in developing assistance, information and resources for specific projects or inquiries. May serve on various environmental committees or boards representing the Waste & Recycling Division. Provides technical and operational assistance to Landfill Operations section in permit compliance, landfill design, access roads, erosion control methods, surveying, fill sequences and leachate reduction and management.
• Negotiates, or oversees negotiations of fees and scope of services with consultants and contractors. Recommends action to Director. Acts as liaison with regulatory agencies. Prepares agenda requests for BoCC as needed. Coordinates projects with other County Divisions (Risk Management, Facilities, Purchasing, and County Attorney) as needed. Participates in short and long range planning.
• Performs related duties as required.

Minimum Qualifications

• Graduate of an accredited four (4) year college or university with major coursework in engineering and have a minimum of five (5) years solid waste management, environmental or related civil engineering experience, including a minimum of three (3) years’ experience in a supervisory capacity.
• Must be a registered Professional Engineer, or be able to obtain P.E. registration in the State of Florida within six months of employment.
• Must have a valid driver's license, or be able to secure a valid Florida driver's license at the time of employment within this classification.
• A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of the driver’s license, Professional Engineer registration and licensure and project management experience.

Special Preferences

• Prefer Master's Degree in Environmental Engineering or a related discipline.
• Prefer three (3) years engineering management experience in the solid waste field.
• Prefer environmental engineering experience in groundwater monitoring, surface water monitoring, and wastewater facilities design.
• Prefer knowledge of process improvement and assessment methodologies and concepts.

Special Requirement

This position may be required to report for work when a declaration of emergency has been declared in Polk County.

Rate of Pay: $66,830.40 - $100,318.40 per year
