Job summary

Twining, Inc. is seeking an Engineering Manager to lead operations on Oahu, Hawaii, and to drive growth in geotechnical, materials testing, and special inspections. This senior leader role requires a Hawaii-licensed P.E.

with deep local market ties and a track record of building client relationships across the islands. Based in Honolulu, you will oversee projects, mentor a local team, and collaborate with internal and external stakeholders to ensure high-quality work aligned with state standards

Qualifications

• P.E. license in Hawaii is required.
• Over 10 years of civil/geotechnical engineering experience.
• Must reside in Hawaii with local market knowledge.
• Proven network within Hawaii engineering/construction community.

Responsibilities

• Oversee geotechnical investigations, CMT, and special inspections from start to finish.
• Identify new opportunities and expand Twining’s footprint on Oahu and nearby islands.
• Provide senior review of engineering reports to meet HI standards and client specs.
• Provide technical oversight of laboratory testing.
• Lead and develop local inspectors and technicians, promoting safety and excellence.
• Act as primary contact for developers, contractors, and government agencies.
• Collaborate with internal recruiter and Field Supervisor on staffing needs.

Engineering Manager – Hawaii

Twining, Inc., an innovative engineering, testing, and inspection Company, is seeking a visionary Engineering Manager to lead and expand operations on Oahu. This isn't just a project management role; it’s a strategic leadership position designed for a licensed Professional Engineer (P.E.) who is deeply rooted in the Hawaii AEC community and ready to drive the growth of our geotechnical, materials testing, and special inspection services. As the Engineering Manager for our Honolulu region, you will be the face of Twining in Hawaii. You will manage a diverse portfolio of high-profile projects while leveraging your local expertise to cultivate new business relationships. We are looking for a leader who understands the unique geological and regulatory landscape of the islands and is committed to building a legacy with a premier national firm.

Responsibilities

• Oversee geotechnical investigations, construction materials testing (CMT), and special inspection projects from inception to completion.
• Utilize your existing network to identify new opportunities and expand Twining’s footprint across Oahu and the neighboring islands.
• Provide senior-level review of engineering reports, ensuring all work meets HI state standards and client specifications.
• Provide technical oversight of laboratory testing.
• Lead and develop a local team of inspectors and technicians, fostering a culture of technical excellence and safety.
• Act as the primary point of contact for developers, contractors, and government agencies, ensuring high levels of client satisfaction and retention.
• Work alongside Twining’s internal recruiter and Operation Field Supervisor to assist with staffing both field and laboratory, as needed.

Required Competencies

• Professional Engineer (P.E.) license in the State of Hawaii.
• 10+ years of experience in civil engineering or geotechnical engineering, materials testing, and special inspections industries.
• Must currently reside in Hawaii with a deep understanding of the local market, soil conditions, and construction industry.
• A proven track record of established relationships within the Hawaii engineering and construction community.
