Engineering Manager
Reports To:
Project Manager

1. Summary
The Engineering Manager is responsible for all engineering and design activities on theengagement and assists the Project Manager.
The Engineering Manager is primarily responsible for
scope definition
engineering planning and the sequencing of engineering activities
engineering resource planning, onboarding and demobilisations
technical leadership, integration of disciplines, and resolution of issues
engineering quality
Safety in Design
ensuring all engineering deliverables are delivered in accordance with theengineering processes and procedures
engineering design tools
delivery of all technical deliverables to achieve the project objectives within thespecified timeframe and budget.
The Engineering Manager reports to the Project Manager and provides direction to AreaEngineers and Discipline Leads and Discipline Engineers on engineering related matters.

2. Key Responsibilities
The Engineering Manager has the following key responsibilities in engagement planning,setup and execution:
2.1 Planning
Planning is part of the engagement control baseline and documented in the clientagreement. The Engineering Manager needs to ensure with Project Management, that
the following planning baseline information is in place and reflected in the Proposal,Engagement Work Plan or Engineering Execution Plan:
Scope of engineering services defined as part of the engagement work plan orengineering execution plan
Scope of facilities
Roles Assignment (RACI) matrix for engineering scope of services
Engagement work package (EWP) register with budget, schedule and scope thataligns with scope of engineering services and scope of facilities
Deliverables list and association of deliverables with EWPs
Engineering schedule and resource plan at EWP level, aligned with overall projectmaster schedule. Each EWP must be assigned with plan start and end dates, and
sequenced with critical multi-disciplinary, vendor and client input dependencies
Engineering resource plan at EWP level, aligned with schedule and overall projectbudget
Defined Global Delivery Work Plan (e.g. what disciplines are done where, is it fullyintegrated teams working across all areas of the plant or are vertical packages being
handed over to different execution offices, etc.)
Engineering training plan with budget
Client requirements which can include asset tagging, design, specifications, approvalprocess, handover, CAD and coordinate system requirements when applicable
Multi-disciplinary engineering workflows and methodologies documented in theengagement workplan or engineering execution plan
Vendor package register requiring engineering input, defined including vendor scopeof works, technical adjudication, technical quality assessment, factory acceptance,
etc.
Integrated engineering systems plan (feeding into engagement Digital Delivery Plan)
Engagement procedures manual.
2.2 Setup
The Engineering Manager needs to ensure the following setup processes are in placeand completed in required timeframe:
Work Break Structure (WBS) with EWPs
Mobilization and onboarding of engineering resources
Design tools as identified in engineering plan (including 3D clash detection), in coordinationwith the IM/PAT team
Baselining of the engineering schedule
Release of engineering EWPs and Timesheet Charge Codes for the first period of theengagement
Facilitation of establishment and/or updating of design criteria and standards, also ensuringconsistent use of codes and standards, regulatory requirements, units of measure, etc. by alldisciplines
To the regional engineering leads, engineering resource requirements and schedule
EWP breakdown including budgets, schedule and deliverables
To the engagement discipline leads and engineering team:
Engagement workplan or engineering execution plan
Engagement procedures manual
Statement that all deliverables are required to be formally checked and recorded.
2.3 Execution
The Engineering Manager needs to:
Contribute to the development of the Project Execution Plan (PEP) together with theproject leadership team (including procurement, project controls, construction, and
commissioning), and allocate roles and responsibilities.
Coordinate the engineering budget for the next phase when required.
Provide input into the engagement monthly report with respect to design progress,actual cost against budget, earned progress against plan, issues of concern and
recommendations when required to achieve overall objectives.
Coordinate with Procurement, Construction, Environmental, Safety andCommissioning personnel early in the design effort to obtain their input and conduct
any necessary reviews.
Make contact with client management at key points throughout engagement toensure that engineering deliverables meet client requirements.
Regularly review and appraise the structure of the engineering engagement team interms of its ability to meet short- and long-term objectives, and institute appropriate
changes.
Ensure that engineering systems and 3D intelligent design environment is effectivelyand properly used and the engagement complies to Hatch’s minimum digital
standards as accessed from the engagement specific delivery site.
Assume responsibility for the engineering administrative function, directing AreaEngineers, Discipline Engineers, Project Engineer, Layout and BIM Coordinators and
other engaged groups with inter-related engineering responsibilities.
Direct and review the engineering activities to ensure that work quality is satisfactoryand appropriate technical personnel development programs are conducted.
Involve specialist technical expertise from within Hatch or externally as necessary.
Raise safety awareness and ensure the design for safety principles are applied.
If Piping and Instrumentation Diagrams (P&ID’s) are part of the scope of services:
Assign an appropriate P&ID coordinator.
Ensure P&ID checklist is signed off by all relevant parties for the specific phaseof the engagement.
Ensure that if the P&ID system is fully intelligent, it is aligned with asset registerslike equipment list, line list, valve list and instrument list.
Ensure HAZOP review is conducted and mitigation items are addressed.
Ensure required technical risk and safety assessments are conducted.
Arrange and facilitate design reviews and participate as required in engineering,management and construction reviews.
Ensure clash detection is applied and clash exceptions are closed out.
Ensure technical design calculations are stored in the engagement’s ElectronicDocument Management System (EDMS) consistently across all engineering
disciplines.
Coordinate quality audit verifications to ensure compliance with all relevantengineering standards, minimum digital standards, internal procedures for all design
activities and that corrective actions are being instigated as required.
Cooperate with the Global Engineering Practice of other regions as directed onmatters involving sharing of available expertise and knowledge.
Lead and promote the change management process.
Lead the engagement technical review process (governance, quality reviews andaudits, gate review).
Communicate changes to the baseline information and to the identified stakeholdersas defined in Section 2 Planning Phase.
Contribute to/participate in Value Improvement Practises activities as required.
Develop Progressive Learnings for engineering scope as a feed into overallProgressive Learning.

3. Qualifications and Experience
3.1 Essential
BSc/BEng degree in an engineering discipline
Registration as a Professional Engineer with the governing authority, in the regionswhere it applies
Typically, 12 years’ experience in a multi-disciplinary environment
Typically, 3 years’ experience in managing design engineering teams working
An extensive technical knowledge of engineering systems, design, applications ofengineering processes and materials, and engineering applications of current
engineering technologies
General knowledge of industry, regulatory standards and codes, and design criteria inengineering disciplines
Ability to plan, coordinate and organise at an advanced level
Comprehensive knowledge of project planning, controls and understanding of multidiscipline interdependencies
Knowledge of 3D model/drawing production and document control methodologies
Knowledge of earn value management, progress assessment and engineering controlstrategies
Ability to adapt to constant change and accommodate high pressure situations tosupport the team in meeting project objectives
An extensive knowledge of administrative practices and strong communication skillsacross all levels including client representatives
Ability to manage relationships with key stakeholders involved in the project (includinginternal and external clients)
A high degree of understanding of procurement and contracting, construction andcommissioning methodologies as related to the discipline
Ability to lead, motivate and inspire others, transfer expertise, and provide a coachingrole to others in terms of best practice
Ability to handle complex problem-solving tasks, applying appropriate analysis andconsideration of high-level technical detai
