Job summary

PhoenixTeam is seeking an Engineering Lead to build and scale an integrated, AI-enabled engineering organization for a large federal housing program. You will own delivery across multiple teams, drive automated testing, and ensure security and accessibility gates are met while shipping production software every month.

You will lead cross-functional engineers, set standards, and mentor leaders while balancing rapid delivery with quality, reliability, and regulatory constraints in a fully remote

Qualifications

• Proven delivery of production software across multiple teams.
• Experience building and measuring a quality system with automated tests.
• Federal delivery experience with security, accessibility, and documentation in delivery constraints.
• Evidence-based leadership with metrics to improve outcomes.

Responsibilities

• Lead multiple cross-functional teams delivering production software monthly.
• Define scope, timelines, and effort with executable plans and recovery options.
• Institute a quality system with full automated testing and code reviews.
• Drive AI-enabled development standards across the organization.
• Own the delivery pipeline and ensure governance around releases.
• Foster engineering standards, documentation, and definition of done.
• Hire, grow, and retain engineers; build a high-performing bench.
• Maintain a capable, customer-facing, cadenced delivery stance.
