This Senior Management Analyst position is the Engineering Financial and Administrative Manager for the Public Works Engineering Division. This position supervises, directs, and manages the functional activities of the Engineering Division’s financial and administrative services and is a member of the Engineering Management Team. Primary responsibilities for this position include developing, managing, maintaining and controlling the operating budget, operating grants and ancillary financial obligations of the Engineering Division, and supervision and direction of clerical staff including contract administration and human resources.
Classification: Senior Management AnalystAssigns work activities and projects to section staff; monitors workflow and project status. Reviews work products of staff to ensure that they comply with policies, standards and customer requirements. Section manager responsibilities include, but are not limited to, human resources (onboarding, processing employment changes and terminating employment, PAF’s, time entry, training records), contract administration and management, invoices (accounts receivable and payable), purchase order administration and payments, capital project contract administration and support (competitive public improvement solicitations, contract preparation and execution, contract amendments, contract payments, contract close-out, and other contract administration tasks), track and communicate equivalent assessments associated with local improvement districts to staff and the public.
Provides direct support and financial information to five division section managers, various project managers and the City Engineer (Division Manager). In the absence of these managers, may supervise and assign work as needed. Meets frequently, provides/receives data and information, and collaborates with other City Divisions as needed.
Member of the Division management team. Participates in the development of short and long term goals and planning for the Division and section.
Coordinate all functions of the office working environment, including lease, maintenance, housekeeping, office contracts, meeting with contractors, meeting with building owners and representatives, health and safety of employees within the office, and day to day operations.
Coordinates the safety and security of staff; plans and implements security procedures and emergency plans.
Responsible for managing and coordinating various elements within the assigned program area.
Formulates and implements operating policy to facilitate functions through out the city organization.
Oversees and/or performs a variety of highly complex professional technical, analytical and consultative work focusing on analysis, project development and implementation, organizational assessment and evaluation, program evaluation and program recommendation.
Develops program goals, objectives, policies and budget proposals; consults with managers and supervisors to identify and develop program goals.
Plans and organizes assignments in the program area to achieve established objectives and time schedules, including assigning work activities, projects and programs; monitoring work flow; reviewing and evaluating work products, methods and procedures; developing methodology and schedules; completing or directing staff in completing assigned or special projects; preparing or overseeing the preparation of final reports and recommendations. May supervise the performance of outside consultants.
Reviews work products or activities for adherence and compliance with sound management practice and Federal and State laws and guidelines. Recommends changes, additions or revisions to policies and processes. Reviews complaints and performs effective problem solving.
Interprets and provides advice regarding City policies and procedures to Executive Managers, Division Managers and supervisors; recommends solutions to political sensitive situations; interprets complex policies and situations, evaluates and grants exceptions to policies and procedures.
Recommends changes in division structure, policies, procedures, and methods in the assigned program area; proposes strategies for implementing changes; oversees implementation of changes.
Serves as liaison and provides assistance to City departments, employees, and the public regarding complex City policies, practices and processes.
If supervisory duties are assigned: Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
Ensures implementation of and adherence to the City's Affirmative Action and diversity work plans. Coordinates the implementation of effective processes and models to produce diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.
Plans, prioritizes, coordinates, assigns, supervises and reviews the work of professional, technical, or other clerical staff.
May prepare and administer budget for programs and projects; prepares cost estimates for budget recommendations; monitors and controls expenditures.
Performs other duties as assigned.

Experience:
Four and a half years of related professional experience, preferably in the public sector, including at least one year of supervisory or program management experience.
Training:
Equivalent to a Bachelor's degree from an accredited college or university in the assigned program area, such as business administration, public administration, economics, finance or a closely related field. Additional qualifying professional level experience may be substituted for the educational requirement.
