Position Summary
Provides engineering support for projects and programs under limited supervision.
Essential Functions
- Reviews development plans, specifications, and calculations for conformance with CWS standards.
- Tracks water and sewer development projects from submission to construction.
- Prepares fee determinations and invoices for impact and tap fees.
- Determines water and wastewater service availability for development projects.
- Acts as liaison between CWS and developers for hydraulic and capacity analyses.
- Prepares permit applications for various agencies.
- Prepares maps and exhibits using data from various sources.
- Prepares correspondence to developers and engineers.
- Organizes and conducts hydrostatic flow tests.
- Assists project engineers in project administration.
- Maintains knowledge of regulatory requirements and standards.
- May be required to work during emergencies.
- Regular attendance is required.

- Performs other related duties as assigned.
Job Requirements
Physical and Environmental Conditions
- Ability to exert force and lift objects up to 50 lbs, with assistance for heavier objects.
- Works in various environmental conditions, including outdoors and in confined spaces.
- Requires climbing ladders, working at heights, and wearing PPE.
- Must be able to operate vehicles and perform field tests and observations.
Education and Experience
- Associate Degree in Civil, Mechanical, Chemical Engineering or related science, plus 2 years of related experience, or 5 years of combined education and experience.
- Knowledge of Charleston Water System’s systems and standards.
- Experience with GIS software and water/wastewater operations.
- Strong organizational and multi-tasking skills.
- Proficiency in Microsoft Office.
- Dependability and problem-solving skills.
Licenses and Certifications
- Valid South Carolina Driver’s License required.
Training Needs
- OSHA and safety training, departmental standards, ISO 14001 standards, and other department-specific training.
