Job summary

County of Volusia seeks an Engineering Assistant I (Asset Management Assistant) for the Road & Bridge Division to perform technical work collecting and adding infrastructure data to the GIS geodatabases for road and drainage assets. The role requires reviewing plans and documents to determine location attributes and maintaining data relations within ArcGIS and related tools.

Preferred candidates have 2+ years of GIS (ArcGIS) experience and 2+ years with Lucity or similar asset management

Qualifications

  • Graduation from high school or GED with GIS experience.
  • Associate degree in Civil Engineering, Land Surveying, Mathematics or related field with GIS experience.
  • Two years of GIS (ArcGIS) experience and two years with Lucity or similar asset management software preferred.
  • Must possess and maintain a valid Florida driver’s license within 30 days of hire.

Responsibilities

  • Collects and adds infrastructure data to the GIS enterprise geodatabase (roads, drainage, etc.).
  • Reviews plans, surveys, aerials, and drawings to determine location and attribute information.
  • Checks maintenance agreements and records to analyze data indexing and relationships.
  • Uses PC and GIS software to analyze, build, map, and maintain GIS databases.

Job description

The County of Volusia is seeking an Engineering Assistant I - Working Title: Asset Management Assistant for the Road & Bridge Division. This position is responsible for technical work to collect and add infrastructure data to the Geographic Information System (GIS) enterprise geodatabases for road and drainage assets.

  • Collects and adds infrastructure data to the Geographic Information System (GIS) enterprise geodatabase, such as roads, sidewalks, drainage canals, retention ponds, control structures, etc.
  • Reviews construction plans, surveys, aerials, and drawings to determine location and attribute information to include maintenance responsibility, material, size, shape, etc.
  • Checks maintenance agreements, as-builts, public records, and other relevant documents to analyze how data is to be indexed and related to applicable GIS feature(s).
  • Uses personal computer and applicable software systems to analyze, build, map, and maintain GIS databases.
  • Applies GIS and statistical techniques to analyze spatial and non-spatial information.
  • Prepares correspondence, reports, and exhibits.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Graduation from high school or a GED and three (3) years of experience in Geographic Information System (GIS) supporting Public Works or Civil Engineering functions.

OR

Associate's degree in Civil Engineering, Land Surveying, Mathematics or related field and one (1) year of experience in Geographic Information System (GIS).

The preferred candidate will have at least two (2) years of experience with GIS (ArcGIS), as well as two (2) years of experience with Lucity or similar asset management software.

Must possess and maintain a valid driver’s license at time of hire.

Must possess and maintain a valid Florida Driver's License within thirty (30) days of hire.

  • Knowledge of principles, techniques and terminology of geodetic control, cartography, and geographic information systems.
  • Knowledge of ArcView or ArcGIS software capabilities and commands.
  • Knowledge of basic math functions, geometry and legal descriptions.
  • Knowledge of basic personal computer operation and computer software (database, spreadsheets, word processing, email).
  • Ability to read & interpret legal descriptions; read and comprehend maps; read and comprehend technical manuals, instructions, procedures, letters and memos.
  • Ability to analyze data and develop conclusions.
  • Ability to communicate effective­ly.
  • Ability to respond to emergency situations.
  • Ability to establish and maintain effective working relationships with employees within and outside GIS.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.
TRAVEL REQUIREMENT

This position is located in DeLand, Florida. Must be able to travel to various work locations throughout Volusia County based on operational needs.

Physical Demands: Generally sedentary work. Ability to see, talk, hear, grasp, finger dexterity. Depending on area of assignment, may require ability to walk, kneel, crouch, reach, carry, push, or pull in construction or undeveloped areas including marshy and muddy conditions. Ability to lift, carry, push and/or pull a minimum of 10 pounds. Clarity of vision, with the ability to identify and distinguish colors with or without reasonable accommodation, which permits the employee to comprehend written work and electronic materials at arm’s length or less (distinguish letters and numbers) and to see in detail- objects or printed material at greater than arm’s length. Visual acuity (peripheral vision, depth perception, color acuity) necessary to operate a motorized vehicle and review schematics.

Environmental Demands

Primarily inside work. Depending upon position of assignment, some positions may require limited fieldwork with occasional exposure to wind, heat, humidity, etc.

Mental Demands

Ability to read and comprehend technical and mechanical drawings, blueprints, layouts and literature, memos, procedures, legal documents and instruments, safety rules. Ability to perform shop math and advanced mathematical functions (geometry, trigonometry.) Ability to write memos, summaries, letters, evaluations, and procedures to explain/relay information to layman. Ability to speak clearly and concisely; conversant in theory and practices of discipline. Ability to identify and resolve problems.
