The Riverside County Department of Waste Resources has multiple openings for Engineering Aide, Technician I, or Technician II at the Badlands Sanitary Landfill.
The Engineering Aide or Technician will support landfill operations by performing field inspections at active and closed landfill sites to ensure compliance with state, local, and regulatory requirements. Responsibilities include construction inspection of public works projects for adherence to plans, specifications, and County standards, and assisting engineering staff with preparing plans and cost estimates. The role requires performing calculations for soil volumes, disposal capacity, and site life using CADD mapping software (MicroStation, Civil 3D, AutoCAD, GIS). Candidates will be required to use Microsoft Outlook, Teams, Word, Excel, PowerPoint, and Projects.
Additional field work includes sub-professional land surveying, setting construction stakes with Trimble GPS equipment, inspecting drainage systems for compliance with National Pollutant Discharge Elimination System (NPDES) requirements, and preparing daily construction reports. Office duties involve drafting maps and drawings for topography, alignments, and cross-sections using CADD programs.
Competitive candidates will have experience drafting with MicroStation/Inroads, AutoCAD/AutoDesk, and/or Civil 3D. Candidates with Public Works experience, knowledge of International Conference of Building Codes (ICBO), State water quality requirements, and NPDES are highly encouraged to apply.

Engineering Aide:
- Learn to perform land surveying using GPS and setting grade stakes.
- Assist with public works construction inspection, including taking photographs, creating daily activity reports, documenting wind speeds with an anemometer, and collecting truck delivery tickets and shipping manifests.
- Assist with Closed Site Inspections (CSI’s), documenting site conditions with detailed and objective reports, including photo evidence.
- Tabulate and plot survey data, interpret and prepare land maps, and maintain records.
- Assist with landfill tarp tracking and inspection at open sites.
- Provide routine information to the public.
Engineering Technician I/II:
Engineering:
- Create topographic, cross-sectional, and profile drawings and maps; prepare preliminary construction drawings; maintain engineering records.
- Collect soil, aggregate, and concrete samples for laboratory analysis.
- Perform land surveying tasks, including setting grade stakes.
- Conduct traffic counts, surveys, sign inspections, and record data; perform routine laboratory tests.
- Inspect public works construction, document conditions, and provide photographic evidence.
- Tabulate survey data, interpret and prepare land maps.
Waste Disposal:
- Assist in preparing technical reports on landfill sites, including capacity, runoff, ecological impact, and availability of cover material.
- Participate in sampling, inspections, and construction of gas collection and water monitoring systems.
- Support landfill construction surveys and inspections, including tarp tracking and soil inspections.
Salary and Experience:
- Engineering Aide: $43,782.90 - $62,131.22 annually; one year of civil engineering experience required or college coursework substitution.
- Engineering Technician I: $51,541.31 - $80,957.40 annually; two years of experience or a valid Engineer-in-Training or Surveyor-in-Training certificate.
- Engineering Technician II: $64,132.95 - $89,998.66 annually; three years of experience, or graduation with a bachelor’s degree in surveying or civil engineering, or a combination thereof.
General Requirements:
- Possession of a valid California Driver's License.
- Willingness to work outdoors in various weather conditions and on uneven terrain.
