Job summary

Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system stretching nearly 120 miles from Penn Station and Grand Central Madison in Manhattan to Montauk on Long Island.

JOB SUMMARY

This position is responsible for developing, maintaining, updating, and distributing Power department procedures and rules related to technical processes and regulatory requirements. It monitors safety notices and changes to safety practices for the LIRR and the railroad industry, communicates these to senior management, management, supervisors, and field personnel. The role focuses on field observations, providing directions, and documenting employee compliance with rules and procedures, and it conducts audits. It maintains compliance metrics and provides statistics to department management. It performs Job Hazard Analyses and assists in developing procedures/resolutions to address hazards. It develops, implements, and schedules limited training programs on Power Department topics requiring specialized technical knowledge. It creates information, guidelines, and presentations for distribution as PowerPoint, PDF handouts, and safety posters using current and/or future software.

DUTIES AND RESPONSIBILITIES

  • Training Power Department employees in construction, maintenance and repair methods per Engineering department specifications and requirements. Develop, update and conduct training using mock practical instruction throughout the Power Department.
  • Conduct field observations and audits, provide direction, and document employee compliance with rules, procedures, and rules.
  • Develop, coordinate, and maintain training schedules and records for all Power Department field employees as required.
  • Monitor changes in the power industry and regulatory requirements, particularly related to safety and safe work practices. Identify, communicate, and implement changes to LIRR standards and procedures to ensure a safe work environment and compliance.
  • Periodically audit personal protective equipment (PPE), including Arc flash protection, and ensure distribution to all employees.
  • Respond to Power/Engineering Department emergencies (weather events, blackouts, etc.) that may impact train movement; participate in winter storm response/coverage.
  • Reduce the number of employee and customer accidents.
  • Perform other assignments as requested by Senior Management.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s Degree in Business/Administration, Organizational Behavior/Management, Technology/Engineering, or related field. An additional four years of demonstrated, directly related experience and education may be considered in lieu of the degree.
  • Minimum 8 years of recent practical experience in the electrical field at a railroad/transit environment.

KNOWLEDGE, SKILLS AND ABILITIES

  • Must possess detailed knowledge and understanding of Roadway Worker Protection (RWP) rules and procedures.
  • Thorough understanding of safety policies and practices as they relate to high voltage systems, utility feeders, and traction power systems.
  • Familiarity with federal safety and training policies and regulations.
  • Ability to read and understand Third Rail drawings, Track Charts and Physical Characteristics maps.
  • Strong written and oral communication skills; ability to stay current with system changes.
  • Self-motivated and organized with the ability to update the training program as needed.
  • Strong PC and software application skills (Microsoft Suite) with the ability to create presentations in PowerPoint.
  • Understanding of LIRR power systems and electrical operations, with a general understanding of other Engineering disciplines (Track, Communications, Signal, Structures, Grand Central Madison) and their interaction with Power.
  • Ability to multitask and prioritize responsibilities.
  • Willingness to work off hours, weekends, and holidays at various locations and shifts.
  • Experience directing employees in training or in creating training classes and programs.
  • Knowledge of Third Rail construction, maintenance, repairs, and procedures.
  • Knowledge of LIRR physical characteristics (Right of Way locations, road charts, etc.).
  • Qualified in a LIRR Power Discipline.
  • Understanding of electrical theory, codes (e.g., NEC and OSHA), and practical skills in electrical installation, maintenance, and troubleshooting.

OTHER INFORMATION

  • Employees driving company vehicles must complete defensive driver training every three years for current MTA drivers; or within 180 days of hire for new authorized driving position.
  • The selection process may include a pre-screening assessment (physical, written, practical) and interview. Participants must engage in scheduled steps; makeup dates will not be provided.
  • LIRR employees must be in their current position for the 12 months preceding the close date and have a satisfactory work history; significant attendance issues may affect consideration.
