Colorado Department of Transportation (CDOT) seeks an EIT II-level engineer to provide hydraulic design and analysis for water drainage on highway projects. The role involves design calculations, collaboration with project engineers and maintenance staff, and assisting in regulatory documentation to meet local, state, and federal requirements.

You will contribute to plan sets, review external designs, and support floodplain compliance.

Job description

This position is only open to Colorado state residents.

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Work Unit

Provide hydraulic engineering designs and permit clearances for plans and specifications. Hydraulic design consists of planning and analysis for the construction, rehabilitation or repair of structures required for conveying or draining water under, along or over Colorado Department of Transportation (CDOT) highway facilities; permitting supports the same. In addition, this unit provides hydraulic expertise to the Region’s Maintenance forces. The position will prepare plans utilizing Open Roads Design software for inclusion in project construction plan sets.

About the Position

This position is to provide engineering expertise and support to the PE II position in the Region Hydraulics Unit. Positions at this level perform under the supervision of a license engineer to provide engineering expertise and support to the Region Hydraulics Unit. The EIT II is the second position in the professional training series. The EIT II has increased responsibility and performance in which knowledge of basic engineering theories, concepts and principles are learned and applied.

This position will provide design calculations, analysis, and construct supporting documentation for draining water through, around and over CDOT transportation infrastructure. Review and comment on drainage designs with other agencies and consultants in collaboration with the Hydraulic Unit Lead. Support the preparation of floodplain compliance documents to satisfy local, state and federal regulations, review the adequacy of drainage designs of others and prepare comments to private and public entities, and support Project Engineers and Resident Engineers in Region 3 with technical assistance in preparing analyses and designs on roadway design, rehabilitation and repair projects.

Your duties and responsibilities will include, but are not limited to, the following

• Duties performed under the guidance and supervision of a licensed engineer.

• Provide in-house hydrologic and hydraulic design and analysis support to the Region Design Team, PE I and PE II professionals at CDOT for inclusion into CDOT construction plans and strategic plans.
• Provide final recommendations, design reviews, and direction on how to solve complex drainage issues in collaboration with the Hydraulics Unit PE I and project staff.
• Prepare estimates of hydrologic runoff volumes and hydraulic distribution of hazards and impacts
• Determine current engineering principles and theories, design specifications, and federal, state, and local design standards to develop plan sets and specifications for roadway projects.
• Design calculations and reports in close and consistent collaboration with Project Engineers, Resident Engineers and the Hydraulics Unit Lead.
• Provide hydraulic support for the R3 Maintenance.
• Investigate and make recommendations for drainage problems related to roadway and bridge maintenance, and coordination of available consulting resources available to the Hydraulics Unit.
• Review developer plans and local agency plans that involve work in or adjacent to the CDOT ROW, or outside the ROW if Federal funds are being used for an LA project. These plans/proposals must be reviewed for hydraulic concerns and accuracy.
• Review LA bridge (BRO) projects for FHWA requirements for appropriate free board, hydraulic capacity, scour, etc. Give directions as to the appropriate requirements to maintain FHWA funding.
• Give direction for impact to the regulated floodway and any resulting revisions needed for the project.
• Utilize consultant design and management services for larger projects.
• Inspect work performed by the contractor to ensure compliance with the standards and specifications for the particular project.
• Responsible for the work hour estimates for task order preparation, approval and processing of consultant billings, and review of consultant deliverables.
• Negotiate with consultants the work hours necessary to complete the work as defined in the scope of services and recommend approval of task orders or supplemental contracts required for consultant services.
• Monitor consultant progress to adhere to consultant deliver work products on time and under agreed task order. Assessing if additional time or budget is appropriate to accomplish the work.
• Provide design and funding solutions to be accomplished by maintenance staff or by procuring a contractor on maintenance projects.

• Other duties as assigned by management.

Work Environment

• Your schedule will primarily be 8:00 am - 5:00 pm work hours

• You will likely work a hybrid schedule with a combination of in-office and remote work.

• Approximately 50% spent in the field, 50% spent in the office

• Travel required during work hours.

• Occasional overnight travel 1-3 times a year throughout Colorado

• Required to operate CDOT vehicles

• Working roadsides and near hazardous environment.

Minimum Qualification

Education/Licensure/Certification/Experience:

• Current enrollment as an Engineer Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors
• One (1) year of professional experience in an occupational field related to the work assigned to the position

Substitutions

• Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors will substitute for the enrollment as an Engineer Intern
• Appropriate education in addition to that required for enrollment as an Engineer Intern will substitute for the required experience on a year-for-year basis
