Job summary

State of Delaware's Department of Natural Resources and Environmental Control seeks an experienced Environmental Engineer to review, develop, and manage Total Maximum Daily Load (TMDL) analyses for the Watershed Assessment Branch. The role serves as a subject expert on TMDL/hydrodynamic modeling and helps develop novel approaches to managing pollutant loads.

You will assist in reviewing permits and related strategies to ensure feasible goals and implementation options.

Qualifications

  • Bachelor's degree in Environmental Engineering or FE exam clearance required.
  • Minimum of four years experience in Environmental Engineering.
  • Knowledge of project management including planning, scheduling, coordinating, and reporting.

Responsibilities

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs for regulatory compliance.
  • Applies scientific and mathematical principles to research and solve technical problems.
  • Plans and conducts field studies, surveys and investigations to collect data and ensure compliance.
  • Tests or evaluates materials, equipment and systems as needed.
  • Plans and coordinates engineering projects and monitors progress.
  • Reviews, analyzes and reports on project status and regulatory conformance.
  • Develops cost estimates for time and materials.
  • Provides technical guidance and training to staff.

Job description

Summary Statement

The primary responsibility of this position is to review, develop, and manage Total Maximum Daily Load (TMDL) analyses for the Watershed Assessment Branch. This position will serve as a subject expert on TMDL/hydrodynamic modeling and will assist the Watershed Assessment and Management Section in developing novel approaches to managing existing and future pollutant loads. The position will also assist in the review of permits, Watershed Implementation Plans, Pollution Control Strategies, Advance Restoration Plans, and other similar documents to ensure the developed goals and implementation options are realistic and achievable.

Preferred Qualifications
  • Experience in using one or more of the following watershed and hydrologic modeling systems: SWAT, HSPF/BASINS, HEC-HMS/HEC-RAS, and/or WASP/QUAL2K/EFDC.
  • Experience in using one or more of the following statistical and geospatial analysis software: R, SAS, MS Excel (advanced), and/or ESRI GIS.
Essential Functions

  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.

  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.
Job Requirements
  • Possession of a Bachelors Degree or higher in Environmental Engineering OR official notice of passing the Fundamentals of Engineering (FE) examination (in the assigned engineering discipline) administered by the National Council of Examiners for Engineering and Surveying (NCEES).
  • At least four years experience in Environmental Engineering.
  • Knowledge of engineering project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of engineering projects.
Work Arrangement
