Job description

Join to apply for the Engineer III – Transportation (Utilities) role at HNTB.

Responsible for executing the NJDOT Utility Engineering process or similar for other clients on highway infrastructure projects. Works closely with the Project Manager, design team, utility owner representatives, and client personnel. Applies engineering techniques, procedures, design criteria, and utility industry standards to projects through various phases, from concept to construction. May mentor and supervise junior staff.

What You’ll Do
  1. Lead utility records collection and cataloguing.
  2. Develop utility base plans by reconciling multiple sources.
  3. Coordinate subsurface utility engineering investigations.
  4. Perform conflict analysis of proposed designs with existing utilities.
  5. Create conflict identification matrices per TRB best practices.
  6. Identify strategies to avoid utility relocations; prepare checklists and alternatives when relocations are unavoidable.
  7. Negotiate with utility owner representatives for proposed relocations.
  8. Prepare utility construction plans, specifications, and quantity calculations.
  9. Review and approve utility owner cost estimates and supporting documents.
  10. Develop utility risk assessment plans and contribute to project schedules and risk registers.
What You'll Need
  • Bachelor’s degree in Engineering + 4 years relevant experience, or
  • Master’s degree + 3 years, or
  • PhD + 2 years.
What You'll Bring
  • Knowledge of utility systems (electric, gas, water, sewer, telecom, pipelines, railroads).
  • Familiarity with NJDOT Utility Policies and Design Manuals.
  • Understanding of OSHA and NESC standards.
  • Experience with MicroStation, ProjectWise, Bluebeam, AutoCAD, and Microsoft Office.
  • Ability to manage time, forecast needs, and communicate effectively.
Preferred
  • Engineer in Training (EIT) certification.
  • Professional Engineer (PE) license.
