Job summary

Williams is seeking an Engineer‑Power Innovation to manage end‑to‑end roadway permitting and access approvals for fast‑paced power innovation projects. You will coordinate with engineering, environmental, construction management, legal, and external consultants to align stakeholders and drive safe, compliant project outcomes.

You will lead strategy and provide technical leadership in senior roles while executing drafting, submittals, tracking, field coordination, and compliance in mid‑level

Qualifications

  • Bachelor’s Degree in relevant Engineering field or Engineering Technology with PE license.
  • Proven ability to negotiate agreements (RUAs, ROEs, railroad crossing agreements).
  • Experience coordinating with local/state agencies and railroad representatives, and presenting at public meetings.

Responsibilities

  • Perform end‑to‑end roadway permitting and access approvals for power innovation projects.
  • Develop permitting and access strategies; coordinate across engineering, environmental, construction management, legal and consultants.
  • Lead strategic negotiations and ensure compliance with local, state, and railroad requirements.

As an Engineer‑Power Innovation, you will manage end‑to‑end roadway permitting and access approvals for fast‑paced power innovation projects, ensuring compliance with local, state, and railroad requirements. You will develop permitting and access strategies; coordinate across engineering, environmental, construction management, legal, and external consultants; negotiate Road Use Management Agreements (RUMAs), Rights of Entry (ROEs), and Railroad Crossing Agreements; and track permit conditions through construction close‑out and roadway restoration.

You will serve as a technical advisor on traffic engineering, maintenance of traffic (MOT), haul routes, roadway and bridge restrictions, and railroad engineering standards, supporting safe execution, stakeholder alignment, and cost‑effective restoration outcomes. In senior roles, you will lead strategy, provide technical leadership, and manage complex negotiations, while in mid‑level roles, you will execute drafting, submittals, tracking, field coordination, and compliance follow‑through. Responsibilities/Expectations
  • Performs a wide spectrum of moderately difficult assignments, requiring technical evaluation, innovation, and judgement while maintaining customer satisfaction
  • Works independently on mid‑sized projects/technical assignments supporting operations
  • Maintains a strong understanding of industry and operational requirements
  • Demonstrates in‑depth knowledge of safety requirements, produces results and meets goals
  • Exhibits proficiency in Company processes, policies, procedures, and guidelines established by organization and governing agencies
  • Prepares and delivers presentations to individuals
  • Interprets internal/external customer needs, assesses requirements and identifies responses
  • Works on a combination of engineering specialties covering more than one subject area
  • Collaborates with teams to ensure compliance, build improvement plans and meet training needs
  • Champions processes, procedures and safety standards
  • Other duties as assigned
Education/Years of Experience
  • Required: Bachelor’s Degree in relevant Engineering field from an accredited college or university, OR Bachelor's Degree in Engineering Technology in a relevant field with Professional Engineer (P.E.) license; A minimum four (4) years of multifaceted engineering experience in the natural gas or petrochemical industry
Other Requirements
  • Proven ability to negotiate agreements (RUAs, ROEs, railroad crossing agreements) that balance risk, cost, and stakeholder expectations
  • Strong working knowledge of roadway construction methods and restoration standards (pavement, drainage, geotechnical, guiderail, temporary works)
  • Experience coordinating with local/state agencies and railroad representatives; comfortable presenting at public meetings
Preferred
  • Familiarity with maintenance‑of‑traffic planning, oversize/overweight permitting systems, bonding/insurance requirements, and contract administration
  • Exhibits excellent organizational/interpersonal skills and deems safety an utmost priority
  • Proficiency in Microsoft Office Application and PC skills
  • FE Certification
