Job summary

Phillips 66 is seeking an Engineer III, Pipeline Risk to apply engineering judgment and data-driven risk practices to manage pipeline integrity risk. You will work with Asset Integrity, field, technical, and data teams to strengthen risk information quality and decision support.

Qualifications

Responsibilities

As an Engineer III, Pipeline Risk, you will apply engineering judgment, pipeline integrity principles, and data-driven risk practices to help Phillips 66 Midstream understand and manage pipeline integrity risk. This role combines technical analysis, risk-model interpretation, and cross-functional collaboration to produce clear recommendations that support safer operations, informed decision-making, and continuous improvement in risk management. You will work closely with Asset Integrity, field, technical, and data teams to strengthen the quality, usability, and strategic value of pipeline risk information.

What You'll Do

• Perform pipeline risk analyses using the Phillips 66 Pipeline Risk Model and other applicable risk-assessment methods, analyzing probability-of-failure and consequence-of-failure drivers to identify high-risk pipeline segments and threat-specific risk profiles.
• Maintain, evaluate, and improve risk-model data inputs, lookup values, algorithms, and data-quality processes, applying structured data analysis techniques to inspect, cleanse, transform, and model information used in the risk model.
• Integrate and analyze pipeline information from sources such as PODS, CIM, GIS data, inspection records, operating history, maintenance history, corrosion data, damage-prevention information, and consequence-related datasets.
• Validate risk-model data, identifying gaps, inconsistencies, outliers, and misalignments; partner with data owners and subject-matter experts to resolve issues and strengthen data accuracy and completeness.
• Evaluate preventive and mitigative measures, including leak-detection capability, geohazards, third-party damage, and corrosion, and provide risk results and technical recommendations that support assessment planning, inspection-method selection, and reassessment prioritization.
• Develop and update risk worksheets, risk assessments, assessment-planning inputs, alignment-sheet information, dashboards, and other technical deliverables, and respond to ad hoc requests for business planning, facility risk applications, and regulatory support.
• Prepare executive-level summaries that clearly explain risk-ranking changes, uncertainty, assumptions, and recommended actions to management and field stakeholders, and document analysis methods, data limitations, results, and decision rationale in a clear, traceable manner.
• Support the integration of risk outputs with GIS, pipeline integrity, facility integrity, and other Asset Integrity processes.
• Monitor changes in applicable regulations, codes, standards, company procedures, and industry practices, and assess their impact on risk methods and data requirements.
• Identify and lead opportunities to automate, simplify, standardize, and improve risk-analysis workflows, data integration, reporting, and quality controls, contributing to the ongoing refinement of Phillips 66's broader data and analytics strategy.
• Participate in incident, near-miss, and lessons-learned evaluations that inform risk-model or risk-data updates, and follow Phillips 66 safety, operating, information-management, engineering, and integrity-management requirements.
• Build and maintain technical expertise in pipeline risk and data analysis through ongoing training, professional development, and awareness of emerging technology, regulations, and industry best practices.

What You'll Bring - Required

• 3 years of experience analyzing engineering, asset, inspection, reliability, integrity, or operational data
• Experience applying structured risk-management, risk-assessment, reliability, or engineering-analysis methods
• Experience interpreting pipeline design, construction, operating, maintenance, inspection, corrosion, and integrity information

What Makes You Stand Out - Preferred

• Bachelor's degree in engineering, applied mathematics, data science, geology, geography/GIS, or a related technical discipline
• 6 years of experience analyzing engineering, asset, inspection, reliability, integrity, or operational data
• Experience with pipeline integrity management for gas transmission, hazardous-liquid transmission, or gathering systems
• Working knowledge of PHMSA requirements, including 49 CFR Parts 192 and 195, and related state requirements
• Working knowledge of API RP 1160, ASME B31.8S, and other applicable pipeline integrity standards
• Experience with quantitative, probabilistic, relative, scenario-based, or consequence-based risk assessment
• Experience with pipeline risk models, spatial risk analysis, or integrity-management databases, including tools such as PODS, CIM, SRA, Esri ArcGIS, or Oracle/SQL data
• Experience integrating tabular, spatial, inspection, operating, maintenance, corrosion, and public data sources
• Experience with data-quality assessment, data governance, data visualization, dashboard development, or workflow automation
• Experience with HCA/MCA evaluation, spill-impact analysis, and public-safety and environmental consequence analysis, including air-dispersion analysis for HVL pipelines using PHAST where applicable
• Proficiency with Microsoft Excel and PowerPoint, and experience with SQL, Python, FME, or Power BI
• Experience preparing technical documentation for audits, regulatory inquiries, management reviews, or formal integrity records

Compensation Range

This position has a base salary range of $127,800 - $156,200.

Midstream

The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
