Job summary

Jobtailor is seeking an experienced engineer to manage end-to-end roadway permitting for fast-paced energy projects in Oklahoma. You will coordinate across engineering, environmental, construction, and legal teams to secure approvals and ensure safe, compliant execution.

The role requires a PE license or FE certification with 4+ years in natural gas or petrochemical engineering, strong negotiation skills, and familiarity with MOT and road restoration standards.

Qualifications

  • Requires a bachelor’s degree in engineering (ABET-accredited) or engineering technology with PE license.
  • Demonstrated ability to negotiate RUAs, ROEs, and railroad agreements with stakeholders.
  • Experience in roadway construction/restoration methods and MOT planning.

  • Negotiate Road Use Management Agreements and railroad access agreements.
  • Track permit conditions through construction closeout and restoration.
  • Provide technical guidance on traffic engineering and railroad standards.
  • Support safe execution, stakeholder alignment, and cost-effective restoration.
  • In senior roles, lead strategy and complex negotiations; in mid-level roles, draft submittals and coordinate field activities.

Responsibilities
  • Manage end-to-end roadway permitting and access approvals for fast-paced power innovation projects, ensuring compliance with local, state, and railroad requirements
  • Develop permitting and access strategies; coordinate across engineering, environmental, construction management, legal, and external consultants
  • Negotiate Road Use Management Agreements (RUMAs), Rights of Entry (ROEs), and Railroad Crossing Agreements
  • Track permit conditions through construction closeout and roadway restoration
  • Serve as a technical advisor on traffic engineering, maintenance of traffic (MOT), haul routes, roadway and bridge restrictions, and railroad engineering standards
  • Support safe execution, stakeholder alignment, and cost‑effective restoration outcomes
  • In senior roles, lead strategy, provide technical leadership, and manage complex negotiations
  • In mid-level roles, execute drafting, submittals, tracking, field coordination, and compliance follow‑through
Requirements
  • Bachelor’s Degree in relevant Engineering field from an accredited college or university, OR Bachelor's Degree in Engineering Technology in a relevant field with Professional Engineer (P.E.) license
  • A minimum four (4) years of multifaceted engineering experience in the natural gas or petrochemical industry
  • Proven ability to negotiate agreements (RUAs, ROEs, railroad crossing agreements) that balance risk, cost, and stakeholder expectations
  • Strong working knowledge of roadway construction methods and restoration standards (pavement, drainage, geotechnical, guiderail, temporary works)
  • Experience coordinating with local/state agencies and railroad representatives; comfortable presenting at public meetings
  • Familiarity with maintenance-of-traffic planning, oversize/overweight permitting systems, bonding/insurance requirements, and contract administration
  • Exhibits excellent organizational/interpersonal skills and deems safety an utmost priority
  • Proficiency in Microsoft Office Application and PC skills
  • Preferred: FE Certification
  • Preferred: Project Management experience
