General Description

This is responsible engineering work involving the preparation and maintenance of accurate, utility design drawings, specifications and location records.

Responsibilities
  • Design water main and sanitary sewer pipelines, capital and related construction projects; assist in the design of major projects; make basic project management decisions and perform assigned administrative tasks according to professional engineering and Water and Sewer Divisions design and regulatory code standards.
  • Perform engineering calculations and other technical operations in support of Engineering Section projects and assignments.
  • Assist in the development of probable construction cost estimates.
  • Review plans for water main and sanitary sewer installations; review files for existing installations; locate water and sewer utilities in the field; meet with contractors and other Town departments, divisions and staff; and prepare reports.
  • Make standard engineering technical decisions related to water main and sanitary sewer design and construction activities and water meter sizing.
  • Perform construction inspection and water main and sanitary sewer main testing as required; take and record accurate field measurements; review development plans; determine water and sewer installation acceptability.
  • Create and maintain engineering field records to determine correct locations; coordinate with Water and Sewer Divisions operations staff; review development submissions and as-built drawings for availability and capacity; participate with other Town departments, engineers, contractors, developers and the public regarding installations, complaints, and conflicts.
  • Prepare necessary reports; schedule, assign and oversee work of staff as required; participate in Planning and Zoning Commission submissions related to water and sewer infrastructure.
Qualifications

Knowledge, Skills and Abilities:

  • Good knowledge of methods, materials, principles and practices used in the design, construction, repair and maintenance of water distribution and sanitary sewer systems.
  • Good knowledge of state and local ordinances pertaining to water and sewer systems.
  • Ability to understand and implement Water and Sewer Rules and Regulations, Technical Standards and Detail sheets.
  • Ability to research and analyze engineering problems to provide engineering and technical assistance to Water and Sewer Divisions personnel and other agencies or contractors.
  • Ability to compile and analyze information to prepare technical reports; strong oral and written communication skills.
  • Ability to understand and implement complex instructions; establish and maintain effective working relationships with coworkers, municipal employees, contractors, developers and the public.
  • Proficiency with computer programs such as Autodesk AutoCAD, Microsoft Word and Excel for preparing and maintaining drawings and data.
Minimum Qualifications

Required: A bachelor’s degree in civil engineering, environmental engineering or mechanical engineering, plus two (2) years of progressively responsible experience in the water and sewer utility field or underground design and construction of pipelines (storm drain or gas mains), or an equivalent combination of education and qualifying experience substituting on a year-for-year basis. An Engineer-in-Training (EIT) or Fundamentals in Engineering (FE) certificate is desirable.

Special Requirement

Must possess and maintain a valid State of Connecticut motor vehicle operator’s license.
