Job summary

ARRO Consulting is seeking a Civil Engineer II in Reading, PA to plan, design, permit, and execute municipal infrastructure projects. You will support project managers, senior engineers, and clients while performing analyses and preparing deliverables.

Responsibilities include design of roadway, stormwater, water, and wastewater systems; coordination with regulatory agencies; and construction administration. A Bachelor’s in Civil Engineering and 3–6 years of related experience are required.

Location: Reading, PA

General Overview

The Civil Engineer II is a mid-level professional responsible for the planning, design, permitting, and execution of municipal infrastructure projects. Working under the direction of Project Managers, Senior Engineers, and Team Leads, this position performs engineering analyses, prepares project deliverables, coordinates project activities, and provides technical support throughout the project lifecycle.

The Civil Engineer II applies established engineering principles and practices to municipal engineering projects while exercising independent judgment in the execution of assigned tasks. This position is expected to manage project components, coordinate with clients and regulatory agencies, mentor junior staff, and contribute to successful project delivery.

This position reports directly to the Senior Engineer.

Engineering Design and Technical Leadership
  • Prepare engineering plans, specifications, reports, technical studies, and construction documents.
  • Perform engineering calculations and analyses related to municipal infrastructure projects.
  • Design and evaluate roadway, stormwater, water distribution, wastewater collection, utility, and site development projects.
  • Prepare grading, drainage, erosion and sediment control, and utility designs.
  • Conduct feasibility studies and engineering evaluations.
  • Review engineering designs and calculations prepared by junior staff.
  • Apply engineering standards, regulations, and industry best practices to project work.
Project Management Support
  • Manage assigned project tasks and deliverables with limited supervision.
  • Coordinate project activities to ensure schedules and budgets are maintained.
  • Assist with project planning, budgeting, and resource allocation.
  • Monitor project progress and identify potential risks or issues.
  • Participate in project meetings and client presentations.
  • Support proposal preparation and project pursuit activities.
Client and Regulatory Coordination
  • Communicate with municipal clients, contractors, utility providers, and regulatory agencies.
  • Assist with permit applications, agency reviews, and regulatory approvals.
  • Respond to client inquiries and provide technical support.
  • Participate in public meetings and stakeholder discussions as needed.
Construction Administration and Field Services
  • Conduct field investigations, site assessments, and project inspections.
  • Review contractor submittals, shop drawings, and requests for information (RFIs).
  • Assist with construction observation and documentation.
  • Support resolution of construction-related issues.
  • Verify compliance with design documents and regulatory requirements.
Quality Assurance and Compliance
  • Ensure work products meet company QA/QC standards.
  • Review project deliverables for technical accuracy and completeness.
  • Maintain compliance with applicable federal, state, and local regulations.
  • Support continuous improvement of engineering standards and procedures.
Mentoring and Team Development
  • Provide guidance and technical support to Municipal/Civil Engineer I staff and interns.
  • Assist with onboarding and training of junior engineers.
  • Share technical knowledge and best practices with project teams.
  • Support a collaborative and team-oriented work environment.
Skills/Knowledge

Strong knowledge of civil and municipal engineering principles and practices.

Understanding of municipal infrastructure systems, including transportation, stormwater, water, and wastewater systems.

Ability to independently perform engineering calculations, design, and analysis.

Working knowledge of permitting and regulatory requirements.

Proficiency with AutoCAD Civil 3D and related engineering software.

Familiarity with GIS, hydraulic modeling, and project management tools preferred.

Strong written, verbal, and presentation skills.

Strong organizational and time management abilities.

Ability to manage multiple projects and competing priorities.

Education and Experience

Bachelor's Degree in Civil Engineering or a related engineering discipline from an accredited institution.

Minimum of 3-6 years of relevant municipal and civil engineering experience.

Valid driver's license with an acceptable driving record.

Physical Requirements – Work Environment

Ability to sit, stand, and walk for extended periods.

Ability to occasionally lift and carry up to 25 pounds.

Ability to travel to project sites, client meetings, and field locations.

Ability to work outdoors in varying weather conditions during field assignments.

Ability to operate standard office equipment and computer systems.

Primarily performed in an office environment, with periodic field work at project sites, municipal facilities, and construction locations.

Interaction with engineers, project managers, clients, contractors, and regulatory agencies.

Occasional travel to project and client locations.

Daily Work Location/Hours

This position requires employees to work in an ARRO office on a regular basis. Hybrid work opportunities are generally available once employees meet the expectations set by their supervisor, which consider experience, demonstrated understanding of ARRO’s processes, and ability to collaborate effectively.
