ARRO Consulting is seeking a Civil Engineer II in Reading, PA to plan, design, permit, and execute municipal infrastructure projects. You will support project managers, senior engineers, and clients while performing analyses and preparing deliverables.
Responsibilities include design of roadway, stormwater, water, and wastewater systems; coordination with regulatory agencies; and construction administration. A Bachelor’s in Civil Engineering and 3–6 years of related experience are required.

The Civil Engineer II is a mid-level professional responsible for the planning, design, permitting, and execution of municipal infrastructure projects. Working under the direction of Project Managers, Senior Engineers, and Team Leads, this position performs engineering analyses, prepares project deliverables, coordinates project activities, and provides technical support throughout the project lifecycle.
The Civil Engineer II applies established engineering principles and practices to municipal engineering projects while exercising independent judgment in the execution of assigned tasks. This position is expected to manage project components, coordinate with clients and regulatory agencies, mentor junior staff, and contribute to successful project delivery.
This position reports directly to the Senior Engineer.
Strong knowledge of civil and municipal engineering principles and practices.
Understanding of municipal infrastructure systems, including transportation, stormwater, water, and wastewater systems.
Ability to independently perform engineering calculations, design, and analysis.
Working knowledge of permitting and regulatory requirements.
Proficiency with AutoCAD Civil 3D and related engineering software.
Familiarity with GIS, hydraulic modeling, and project management tools preferred.
Strong written, verbal, and presentation skills.
Strong organizational and time management abilities.
Ability to manage multiple projects and competing priorities.
Bachelor's Degree in Civil Engineering or a related engineering discipline from an accredited institution.
Minimum of 3-6 years of relevant municipal and civil engineering experience.
Valid driver's license with an acceptable driving record.
Ability to sit, stand, and walk for extended periods.
Ability to occasionally lift and carry up to 25 pounds.
Ability to travel to project sites, client meetings, and field locations.
Ability to work outdoors in varying weather conditions during field assignments.
Ability to operate standard office equipment and computer systems.
Primarily performed in an office environment, with periodic field work at project sites, municipal facilities, and construction locations.
Interaction with engineers, project managers, clients, contractors, and regulatory agencies.
Occasional travel to project and client locations.
This position requires employees to work in an ARRO office on a regular basis.
