Job Summary

Job Responsibilities
  • Support company-wide environmental compliance by providing technical guidance and environmental regulatory assistance. Specific programs that the position will manage include,
  • Wastewater Compliance
  • Drinking Water System Management
  • Stormwater Compliance and SW3P
  • NEPA and Environmental Planning
  • Serve as a technical liaison between the environmental department and internal disciplines at El Paso Electric as well as with regulatory agencies and outside consultants for Transmission, Distribution, Generation, and new development projects with potential environmental impacts.
  • Review complex environmental data, perform regulatory and technical analyses and prepare documents to ensure compliance with all applicable laws and regulations and consistency with El Paso Electric standards.
  • Must be available for 24/7 coverage, as required for spill response and other emergencies
  • Prepare and provide technical reports and project status updates to Management.
  • Conduct project and program compliance inspections.
  • Provide peer review for technical accuracy and completeness of documents across environmental disciplines.
  • Develop and conduct environmental program training for El Paso Electric employees and support contractors.
  • Conduct contract management for sub-consultants and outside contractors.
  • Participate in public outreach and communication of environmental components of El Paso Electric operations.
  • Comply with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.

Job Qualifications

Education

Education: Bachelor degree in Civil Engineering, Environmental Engineering, Chemical Engineering, Environmental Science or related analytical degree program.

Experience

Experience: 0-3 or more years of relevant experience required; level will be determined based on total years of experience.

Minimum Knowledge, Skills And Abilities
  • Comprehensive knowledge of major environmental regulatory areas applicable to the electric utility industry.
  • Experience leading the environmental components of multi-disciplinary projects.
  • Experience working with state and federal regulatory agencies.
  • Excellent oral and written communication skills to develop environmental documents and interface with various levels throughout the organization.
  • Understanding project management principles to manage project deliverables, and costs.
  • Ability to establish and maintain good working relationships with regulatory bodies, management, fellow employees, representatives of other utilities, external consultants and the public.
  • Valid driver’s license and ability to maintain compliance with the Company’s driving program.
  • Effective verbal and written communication skills.
  • Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.
  • Ability to maintain a strong sense of propriety concerning confidential matters.
