This role requires a current Louisiana Professional Engineer license plus substantial experience; a master's degree can substitute for up to one year, a doctorate for up to two years.

Qualifications

Responsibilities

  • Manages sub-grade soils surveys, materials sampling and testing, base design and wastewater sampling.
  • Administrates DOTD programs per Federal and State regulations for independent in-place materials audit.
  • Conducts evaluations of complex materials problems and approves designs for asphaltic concrete and base materials.
  • Conducts materials usage audits for each construction project and final acceptance.
  • Acts as District Radiation Safety Officer for nuclear density test gauges and documentation.
  • Assists in updating Standard Specifications and implements new technology and methods.
  • May perform other duties including emergency/disaster support.

DOTD is seeking an experienced engineer to serve as the District 03 Laboratory Engineer expert while supervising lower-level Engineers or Engineering Technicians. This position supports transportation projects and programs through materials evaluation, materials testing, geotechnical exploration, quality assurance, specification development, and technical support for transportation projects.

This role plays a critical part in advancing DOTD’s mission by supporting the development, delivery, maintenance, or improvement of transportation infrastructure by applying engineering principles, conducting technical analysis, coordinating projects, and conducting compliance-related reviews.

This position is located in Lafayette Parish and reports to the Engineer 8, ADA Engineering.

Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Job Duties:
  • Manages programs for sub-grade soil surveys, materials sampling and testing, base design, and sampling for wastewater management
  • Administrates the TR602, DOTD Record Test, and FHWA Independent Assurance programs as required by Federal and State regulations and policies to provide an independent in-place materials audit.
  • Conducts Districtwide evaluations of complex materials problems requiring advanced technique knowledge of materials and their characteristics
  • Approves designs for asphaltic concrete, Portland cement concrete, and base materials, and monitor their applications to assure conformance to DOTD requirements.
  • Conducts materials usage and documentation audits (Form 2059) for every construction project within the District for final project acceptance.
  • Serves as the District Radiation Safety Officer (RSO), responsible for the proper usage, transport, and storage for all nuclear density test gauges in the District and for the proper documentation thereof.
  • Assists in updating the Department’s Standard Specification, including the implementation of new technology, materials, and techniques, and reviews current sampling and testing methods, and investigates and proposes ways to eliminate, reduce, or increase the efficiencies of such methods.
  • May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities
Position-Specific Details:

Compensation: This position qualifies for a Special Entrance Rate (SER) of $4,324.80 bi-weekly.
