Job summary

CorSource Technology Group in Portland, OR is seeking an Interdisciplinary Engineer to support the TEVS organization by developing, reviewing, and publishing standard construction specification sections for substation, transmission line, and related facilities using CSI formats.

You will train users on the Standard Construction Specification Libraries, maintain SharePoint and ProjectWise data, and collaborate with SMEs across multiple projects to ensure consistency, compliance, and continuous

Qualifications

• Bachelor’s degree in mechanical engineering, Structural Engineering, Electronics Engineering, Electrical Engineering, Civil Engineering or Architecture (from an ABET accredited school) is required.
• 5 years of engineering/architecture experience is required.
• Experience must include knowledge of engineering concepts, principles, and practices applicable to components and facilities found on a regional transmission system.
• 3 years of experience using the standards and practices provided in the Construction Specification Institute (CSI). This experience must include developing standard construction specification libraries (guide-specs), developing standard report/inspection forms for construction QA, preparing project specifications, and 3 years of experience using a database-type software platform for writing, managing, and collaborating on construction specifications.

Responsibilities

• Meet with Subject Matter Experts (SMEs), research industry standards/regulations, and draft new or update existing specification sections to align with modern construction practices.
• Compare draft specifications with existing policy documents and standards to prevent conflicts. Facilitate informal SME reviews and coordinate formal stakeholder review processes.
• Consolidate, reconcile, and document feedback in background files, and publish finalized specification sections using established systems and processes.
• Maintain standard specification libraries in SharePoint and ProjectWise and applicable database storage. Monitor and facilitate the 5-year review cycle for assigned specification sections, reporting and/or providing visibility to resource constraints and gaps to management.
• Serve on inter-organizational committees and teams tasked with drafting and reviewing standards, including Contractor Safety initiatives and corrective actions.
• Assist project teams, Project Managers, Project Engineers, Construction Managers, and Contracting Officers (CO) and Contracting Officer Representatives (CORs) in assembling and drafting project specifications, drawings, and complete solicitation construction packages.
• Draft project template specifications. Review historical project specifications and 'lessons-learned' data to implement corrections in standard construction specification sections.
• Draft updates and provide recommendations for design standards governing the format, structure, and usage of construction specifications. Support maintenance of the Company Transmission’s Construction Specifications Practice Standard and conduct outreach with internal departments for continuous feedback.
• Review construction specifications solutions within the wider industry and provide strategic improvement recommendations to the management.
• Assist in drafting, delivering, and presenting training materials on CSI standards, the Standard Construction Specification libraries, Preparing Project Specifications, document and/or requirement attributes, and related systems training.
• Promote the use of the Standard Construction Specification libraries, providing guidance on their importance and utilization to internal and external groups.
• Review and update project data in multiple tracking systems, including assisting with Work Intake Tracking SharePoint sites and track the development of standards, construction specs, and governance documentation.
• Develop and maintain Nintex or equivalent forms, database tools, libraries, portals, and views for TEV organizations. Recommend business rules for data storage procedures and assist in developing metadata and attribute processes and frameworks.
• Assist TEV organizations with SharePoint team site creation, content updates, site reviews, and permissions audits.
• Develop use-cases and utilize AI tools to identify inconsistencies or redundancies across multiple standards and specifications concurrently, standardizing glossaries, definitions, acronyms, and identifying archive opportunities.
• Mark and maintain all official records, files, emails, and filing systems in accordance with compliance requirements, including INFOSEC/INFOPRO and IGLM standards. Review official records to support internal and external auditing readiness.
• Download appropriate documentation to ProjectWise for use by internal personnel and contractors; verify that files in ProjectWise remain synchronized with primary files in SharePoint.
• Support the identification, collection, and risk analysis of TEV-recorded information to meet regulatory obligations. Perform compliance verification and audit preparation for FISMA, DOE, WECC, NERC, FERC, and internal audits.
• Assist management with change management plans that minimize resistance and maximize employee engagement.

OVERVIEW

Assignment

This contract Interdisciplinary Engineer assignment provides support and assistance to the Transmission Engineering Policy & Governance (TEVS) organization at the company. This assignment will support the development, expansion, and maintenance of the Standard Construction Specifications Libraries. This assignment prepares, reviews, and edits documents such as standards, specifications, reports, and process documentation related to the organization’s functions. This role provides training and operations support to the TEV organization for management and utilization of the various TEV technical software and data infrastructure/systems. The focus of this assignment will be developing, reviewing, and publishing standard construction specifications sections for substation construction, transmission line construction, radio/non-electrical and electrical facility construction, and access road construction using MasterFormat, SectionFormat and PageFormat standards published by the Construction Specification Institute (CSI). Additionally, the role supports the development, maintenance, and utilization of a database-type software platform for writing, managing, and collaborating on construction specifications. This assignment will work with the personnel to promote and provide training to educate users on the Standard Construction Specifications Libraries and writing/collaborating methodologies. This assignment will also support development and tracking of higher-level and working-level standards and specifications associated with specific project types in support of customer build projects and improved efficiencies overall. This work will utilize ProjectWise and SharePoint.

Organization

The TEVS organization is the central authority for Transmission Services’ technical standards and specifications - covering planning, design, materials & equipment, construction, and maintenance - as well as associated programs within Transmission Services. Transmission Engineering Policy & Governance provides leadership and guidance on standardization policy and priorities, aligning company standards with industry best practices. As adynamic group of highly motivated and independently focused Subject Matter Experts (SMEs) in their own specialties, TEVS manages the introduction, development, review, and approval processes for technical/design standards, TE-business policies and procedures, standards exception requests, TE decision requests, and quality feedback loops for improvement.

This assignment requires a self-directed, organized, and motivated individual who excels at collaborating with multiple SMEs. The ideal candidate possesses strong verbal and written communication skills and serves as a technical expert. They must effectively navigate vague, conflicting or changing priorities – and help others do the same - without losing focus or attention to detail. Additionally, the ideal candidate should be skilled at managing multiple projects simultaneously and delivering outreach and training that fosters a strong standards-committed culture.

ASSIGNMENT RESPONSIBILITIES

• Support the identification, collection, and risk analysis of TEV-recorded information to meet regulatory obligations. Perform compliance verification and audit preparation for FISMA, DOE, WECC, NERC, FERC, and internal audits.
• Assist management and dedicated change managers with the people-side of change (processes, systems, technology, and job roles) by developing or assisting in development of change management plans that minimize resistance and maximize employee engagement.
• Gather information from multiple sources, build consensus among internal stakeholders, and resolve conflicting priorities to deliver recommendations and support analyses to product deliverables and management.
• Conduct reviews of organization records and products to develop actionable recommendations for the improvement of TEV programs.

REQUIREMENTS

Education & Corresponding Experience

• Bachelor’s degree in mechanical engineering, Structural Engineering, Electronics Engineering, Electrical Engineering, Civil Engineering or Architecture (from an ABET accredited school) is required.
• 5 years of engineering/architecture experience is required.
• Experience must include knowledge of engineering concepts, principles, and practices applicable to components and facilities found on a regional transmission system.
• The technical experience must be consistent with the specific requirements of engineering operations and progressively more technical in nature. Must be capable of applying a diversified knowledge of principles and practices in assigned technical areas.

Required Technical Skills & Experience

• 5 years of practical engineering experience in the construction field.
• 3 years of experience using the standards and practices provided in the Construction Specification Institute (CSI). This experience must include:
• Developing standard construction specification libraries (guide-specs)
• Developing standard report/inspection forms for construction quality assurance
• Preparing project specifications
• 3 years of experience using a database-type software platform for writing, managing, and collaborating on construction specifications.
