The Enforcement Officer is responsible for ensuring the enforcement, collection, and monitoring of court-ordered child and spousal support.
A criminal background check is required.
Responsibilities:
- Ensure that payments are received and all provisions are followed in compliance with the court order as well as with state and federal law.
- Address questions and concerns regarding child and spousal support cases through phone calls, mail, and walk-in service.
- Monitor performance of caseload collections and determine next steps to initiate payments from clients.
- Follow up promptly on events and maintain respectful, positive communication with clients, explaining court interactions clearly.
- Review and execute attachments to garnish wages, unemployment compensation, worker’s compensation, and social security benefits.
- Utilize sources such as the United States Postal Service to gather information on clients including addresses, employers, and social security numbers.
- Perform case management duties, including reviewing cases for payments, enforcement actions, modifications, filing petitions, and case closures.
- Maintain compliance with all enforcement actions according to state and federal regulations, responding to mail alerts indicating non-compliance.
- Negotiate and mediate with all parties to resolve issues.
- Apply appropriate enforcement techniques within legal boundaries, such as asset seizures, liens, and license suspensions.
- Notify obligors of non-compliance and work towards resolution.
- Ensure medical coverage is provided as per support orders and report changes in coverage.
- Provide coverage for team members as needed.
- Review cases involving contempt and probation, monitoring compliance and requesting warrants if necessary.
- Coordinate with other states or countries when parties do not reside in Pennsylvania.
- Audit support cases when payment records or orders are challenged.
- Assist at special hearings in the Court of Common Pleas.
- Perform other duties and projects as assigned.
Qualifications / Requirements:
- Bachelor’s degree in criminal justice or related field; or 4 years of court-related experience.
- Six months to one year of relevant experience or training.
- Knowledge of Federal Regulations and Pennsylvania civil procedures.
- Effective communication skills and ability to work independently and as part of a team.
- Ability to handle confidential information and exercise sound judgment.
- Basic financial calculation understanding.

- Experience in case management or public interaction.
- Strong ethics, interpersonal, de-escalation, mediation, and interviewing skills.
- Proficiency with office protocols and problem-solving.
- Excellent time management and organizational skills.
- Knowledge of County of Chester policies and procedures.
Relevant background checks, clearances, physicals, drug tests, and other assessments will be conducted after an employment offer, as per County policy.
Computer Skills:
- Intermediate proficiency in Word, Excel, Access.
- Basic skills in Outlook and Internet Explorer.
- Knowledge of PACSES, Adobe Acrobat, imaging systems, and instant messaging.
