Job summary

The Maryland Department of Housing and Community Development (DHCD) seeks a Special Projects Coordinator for the Housing and Building Energy Programs (HBEP). This contractual position supports project management, regulatory compliance, data analytics, and vendor management to improve energy initiatives.

Working with the Deputy Director, you will analyze program performance, develop procedures, monitor legislative changes, and coordinate strategic programs in a hybrid Maryland office setting.

Qualifications

  • Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience: Six years of administrative staff or professional work.
  • Substitutions: 30 college credits per year of experience; or Bachelor's degree + 2 years; or Master's degree; or military service equivalents.

Responsibilities

  • Coordinate special projects with the Deputy Director and program leadership.
  • Analyze program data to monitor performance and identify improvements.
  • Develop and update operational procedures and guidance.
  • Support system administration and vendor management for energy initiatives.

The Housing and Building Energy Programs (HBEP) is a fast paced, dynamic team committed to serving Maryland households. The division works within the Department to administer a wide range of programs using a variety of funding sources. Our programs offer weatherization, energy efficiency, and health and safety improvement services to single family, multifamily, and commercial buildings in the state. Most of our programs serve limited income Maryland households. We work to continually improve our division of highly experienced and certified staff by bringing in individuals who strengthen and broaden the skillset of our team. We continually cross-train to allow each team member to make significant contributions to our suite of complex programs.

This position offers a salary range of $36.73 - $39.76/hour, with potential for advancement up to $57.92/hour based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $39.76/hour.

The Special Projects Coordinator works closely with the Deputy Director and program leadership to coordinate special projects, strengthen operational processes, analyze program data, monitor regulatory and legislative developments, and support the successful implementation of energy initiatives. The successful candidate will serve as a key resource in identifying opportunities for continuous improvement, developing and updating operational procedures and guidance, monitoring program performance, supporting system administration, and helping the division respond effectively to evolving regulatory and program requirements.

MINIMUM QUALIFICATIONS
  • Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience: Six years of administrative staff or professional work.
  • 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  • 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  • 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
  • Experience or education in business administration, public administration, project management, energy management, construction management, engineering, or a related field is desirable.
  • Experience in Residential construction or building science.
  • Experience in Energy efficiency or conservation programs.
  • Experience in Renewable or alternative energy systems.
  • Experience in Energy policy or utility programs.
  • Experience in Public Service Commission proceedings.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

Please note: The Maryland Department of Housing and Community Development is not sponsoring new employees in application of the H-1B Visa at this time due to budgetary constraints. All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act of 1986. Federal regulations prohibit H1B Visa candidates from paying sponsorship fees, all sponsorship fees must be assumed by the potential employer.

Successful candidates will be placed on the employment (eligible) list for at least one year. Eligible list may be used to fill future vacancies of the same classification.

Successful candidates must document eligibility to work in the U.S. upon hire.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. Qualified applicants may be required to take a SQL (Standard Query Language) assessment.

BENEFITS
  • Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
  • As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
  • Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
