Job Details: Job Location: Bath - Bath, ME 04530, Salary Range: $18.03 - $19.38 Hourly, Summary of Job Responsibilities:

The Energy Programs Specialist is a direct service position that helps clients in the Sagadahoc and Lincoln ME counties apply for the various energy and housing programs offered at Midcoast Maine Community Action. This is a client-facing position that primarily communicates with clients and community partners to complete applications, answer program questions, and provide support through the application process. The Energy Programs Specialists work as a team to complete electronic filing, data-entry, provide application follow-up, and offer referrals to other local resources to help meet client needs.

The Energy Programs Specialist supports the agency mission to empower people to build better lives for stronger communities by helping clients access the resources they need to promote health and quality of life, education and economic independence.

Essential Duties & Responsibilities:
  1. Conduct intake and eligibility assessments over the phone, in-person, and at outreach events to obtain necessary information in determining eligibility for the various energy and housing programs.
  2. Review applicants submitted by clients on the online portal to determine their completeness; contact clients to obtain missing documents within the specified grant program timeframes.
  3. Process applications in the given database determining eligibility based on information collected and in accordance with the program guidelines.
  4. Communicate with clients through email, phone, and walk-in traffic in order to meet client needs and address questions in a timely manner.
  5. Provide application follow-up and assistance, as needed to ensure that clients are successful in completion and submission of their application.
  6. Schedule appointments for the various energy and housing programs so clients can access resources, and the schedule is operating efficiently.
  7. File documents received by mail, email, and fax into their appropriate client files so that certifiers can review clients for eligibility quickly and efficiently.
  8. Complete data entry in the applicable software system to ensure records are up to date and accurate so that they can be certified in a timely fashion.
  9. Provide clients with information, referrals, and other community resources as appropriate, so that client needs are being met when they fall outside of our scope of assistance.
  10. Attend scheduled training sessions and staff meetings to maintain most up to date knowledge and program guidance so that clients receive the highest levels of customer service.
Other Non-Essential Responsibilities:
  1. Provide administrative and reception support to the Housing and Energy Programs, as needed.
  2. Perform other related activities as required to assure program and departmental success.
  3. Weigh and put postage on outgoing mail daily and place in the mail receptacle the next morning.
Qualifications:

Required Qualifications – Education, Training & Experience:

  • High School Diploma or equivalent required.
  • 1 year of experience in a high-volume office setting required.
  • 6 months of experience working with low-income populations preferred.

Required Qualifications – Knowledge & Skills:

  • Solid understanding of the socioeconomic complexities of low-income populations.
  • Must be able to maintain client, program, and agency confidentiality.
  • Attention to detail required.
  • Must be comfortable using computers and standard office technology.
  • Must be able to learn and operate various program-related computer and new software applications.
  • Exceptional customer service and interpersonal skills essential.

Other Requirements:

  • Prior to starting employment, must be able to pass criminal background, sex offender registry, and motor vehicle record checks.
  • Must have a valid driver’s license, clean driving record, and adequate insurance and/or reliable transportation.
Physical Demands:
  • Required to stand, walk, sit; ability to remain in stationery position, sit or stand for prolonged periods.
  • Lifting/Carrying/Pushing/Pulling Capacity up to 25 pounds.
  • Repeating motions that may include wrists, hands, and/or fingers to operate a keyboard, computer mouse, and opening and scanning paper mail.
  • Ability to travel throughout the service area.
  • Ability to see text on a computer screen and look at a computer screen for the entire shift.
  • Ability to hear clients over the phone and within a distance of 3 feet.
Work Environment:
  • Work is performed primarily in an office setting as well as other sites/locations used for outreach and education.
  • Noise level ranges from quiet to loud but is generally moderate.
  • Climate is moderate.
  • Position is public facing, some exposure to illnesses or secondhand smoke may occur as a result of direct contact.
  • Midcoast Maine Community Action prohibits smoking on campus.
