Job summary

The North Carolina Department of Commerce’s Public Staff in the Utilities Commission seeks a Public Utilities Regulatory Analyst I to perform complex accounting/analyst work on cases involving regulated utilities. The role focuses on examining financial records, writing testimony, and presenting financial analyses to support regulatory decisions.

Qualifications

• Demonstrated knowledge of GAAP, investor-owned utility accounting, or regulatory accounting/financial matters including USoA.
• Experience in auditing and examining accounting and financial records and reports of companies.
• Strong written and oral communication skills to convey regulatory accounting/financial matters.
• Ability to establish cooperative relationships with staff, regulators, utility reps, and officials.

Responsibilities

• Investigate and audit financial transactions, accounting practices, and rate filings.
• Write testimony, affidavits, and other documents with supporting schedules.
• Compile, monitor, audit, and examine financial information for accuracy and regulatory compliance.
• Present summaries/testimony to management, stakeholders, and Commissions.
• Prepare and present financial analyses and cost studies.
