Job summary

Maryland Department of Housing and Community Development is seeking a qualified professional for a contractual Energy/QA Inspector role in the Housing and Building Energy Programs (HBEP). The position spans residential energy efficiency, electrification, and retrofit work across Maryland, with travel to sites statewide.

The ideal candidate has strong building science knowledge, energy diagnostics, and modeling, and experience evaluating energy-related documentation.

Qualifications

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Seven years of experience evaluating risk in loans, government assistance programs, and/or construction management.
  • Bachelor's degree substitution option described in notes may be used to meet the experience requirement.
  • Military service experience may substitute for the required experience on a year-for-year basis.

Responsibilities

  • Conduct site visits, including attic and crawlspace inspections, to monitor the installation of energy efficiency measures and ensure compliance with approved documents.
  • Review energy audits, pricing and other required documentation for acceptability, including scheduling and payment requests.
  • Provide training and technical assistance to network partners on energy modeling and project completion.
  • Examine, analyze, review and approve proposed contractors, work plans, specifications, and construction estimates; monitor project progression and resolve provider concerns.
