Job description

GENERAL DESCRIPTION

Perform complex computations and provide technical data analytics assistance in the operations of the energy efficiency department of the Executive Director’s division, responsible for regulating energy efficiency programs of the eight Texas investor-owned utilities. Work involves supporting departmental goals and objectives consistent with Commission policy; establishing priorities and assessing progress in meeting goals; and coordinating and evaluating data analytics work activities. Work includes comprehension of complex reporting and creating spreadsheets to support a variety of data calculations based on rules and statutes. Work under general supervision with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS
  • Review and analyze Energy Efficiency Cost Recovery Factors applications for regulated utilities to determine appropriate accounting treatment consistent with Public Utility Commission of Texas (PUCT) rules and reasonableness of costs.
  • Assist in analyzing data in designated utility and energy efficiency reporting, including Energy Efficiency Plans and Reports.
  • Prepare written and oral expert testimony for contested proceedings and defend position under cross-examination, collaborate with attorneys and other staff during pre-hearing and post-hearing stages of the contested cases.
  • Create analytic tools and templates to facilitate department efficiency in computations and calculations.
  • Research, develop, and write program reports explaining calculations and analytics and identifying applicable trends.
  • Manage assigned project elements, meeting designated milestones and deadlines and communicating on progress while maintaining flexibility in accommodating follow-up requests.
  • Participate in rulemaking and stakeholder activities, development of reports, provide recommendations that impact utility energy efficiency issues.
  • Research emerging energy efficiency policy and regulatory issues and evaluate any impact on utility regulation.
  • Provide administrative support as required on energy efficiency matters.
  • Represent the agency and the energy efficiency department occasionally at business meetings and seminars.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Demonstrate a spirit of teamwork, offering positive and constructive ideas, encouragement, support to other members of the staff and team, and respond professionally to constructive feedback from others, while upholding the PUC’s mission and core values.
  • Adhere to all PUC personnel policies and division procedures and perform other work as assigned
MINIMUM QUALIFICATIONS
  • Bachelor’s degree in accounting, economics, mathematics, statistics, data analytics, or a related field.
  • At least one year of experience applying analytical, quantitative, research, or data analysis skills through employment, internships, research projects, or similar experience.

  • Experience researching, developing, analyzing, reviewing and interpreting numerical or technical data on complex subjects.
  • Experience using Microsoft Excel and data visualization software (e.g., Tableau) to analyze data and present findings.
  • Experience reviewing and validating mathematical calculations, working with large datasets, and applying quantitative analysis techniques.
  • Experience preparing written reports, summaries, or presentations to communicate technical or analytical information.
