Job summary

The City of Mount Vernon seeks an EMS Administrative Captain to oversee EMS administration, quality improvement, training, and regulatory compliance. You will coordinate with department staff and regional partners to support effective EMS delivery and provider development.

Qualifications

Responsibilities

• Assist with EMS budget preparation and expenditures for equipment, supplies, medications, training, and contracted services.
• Represent the Department on EMS committees and coordinate with City departments, regional partners, and hospitals.
• Oversee EMS quality assurance and improvement, including chart reviews, protocol compliance, and clinical trends.
• Analyze performance data and coordinate follow-up on patient-care concerns and incidents.
• Provide clinical coaching, feedback, and remediation in coordination with supervisors.

Job description

Under general direction, the EMS Administrative Captain oversees EMS administration, including quality improvement, training, field training, medical supplies and medications, regulatory compliance, and program development. The position collaborates with department staff and regional partners to support effective EMS delivery and provider development. Essential duties and responsibilities may include, but are not limited to, the following:

• Plans, coordinates, administers, and evaluates the Department's EMS programs, goals, performance measures, policies, and continuous improvement efforts.
• Assists with EMS budget preparation and recommends expenditures for equipment, supplies, medications, training, and contracted services.
• Represents the Department on EMS committees and coordinates with City departments, the Medical Program Director, Skagit County EMS, hospitals, vendors, and regional partners.
• Oversees EMS quality assurance and improvement, including reviewing patient-care records for documentation quality, protocol compliance, clinical trends, and opportunities for improvement.
• Analyzes and reports performance data and coordinates follow-up on patient-care concerns, unusual occurrences, complaints, exposure events, and protocol variances.
• Provides clinical coaching, feedback, and remediation recommendations in coordination with supervisors and the chain of command.
• Identifies training needs and develops, delivers, and evaluates EMS education, including continuing education, OTEP, skill verification, simulations, and employee development.
• Coordinates onboarding, field training, clinical readiness, public CPR instruction, community education, and required training records and certifications.
• Manages the procurement, inventory, maintenance, replacement, and standardization of EMS equipment and supplies.
• Oversees medication and controlled-substance ordering, storage, security, tracking, auditing, reconciliation, disposal, and required records.
• Conducts field observations and periodic operational assignments to assess provider performance, ambulance operations, equipment needs, and system effectiveness.
• Responds to incidents, training events, and special operations as directed to provide EMS expertise or perform assigned Incident Command System functions.
• Supports investigations of unusual occurrences, patient care concerns, complaints, exposure events or other EMS related issues.
• Provides direct, lead, or functional supervision to assigned personnel and supports performance, accountability, and professional development.
• Prepares reports, correspondence, recommendations, and records and maintains effective relationships with employees, labor representatives, partner agencies, vendors, and the public.
• Performs related duties as assigned by the Fire Chief, Assistant Chief, or designee.

Education, Training, and Experience Guidelines

• High School Diploma or GED required;
• Minimum of seven (7) years of full-time experience as a Paramedic, Registered Nurse, or Nurse Practitioner

PREFERRED QUALIFICATIONS

• Bachelor’s degree or higher in Emergency Management, Fire Administration, EMS Administration, Public Administration, Leadership, or related field preferred
• Demonstrated experience in EMS training, program management, and quality improvement preferred
• IFSAC Instructor I
• IFSAC Fire Officer I
• IFSAC Fire Officer II

Knowledge of:

• EMS systems, fire department operations, EMS protocols, and QA/QI principles
• State and federal EMS laws, rules, and reporting requirements
• Controlled substances management and DEA compliance
• Adult learning theory and instructional methodologies
• Budgeting, procurement, and asset lifecycle management

Skill in:

• Designing, delivering, and evaluating training programs
• Conducting data analysis and presenting meaningful findings
• Supervising, mentoring, and evaluating personnel
• Managing budgets, contracts, and inventories
• Use of technology platforms for data and record management
• Communicate effectively, both verbally and in writing

LICENSE AND CERTIFICATION REQUIREMENTS

• Washington State Paramedic, Registered Nurse or Nurse Practitioner.
• Incident Safety Officer (ISO) within six (6) months or as soon as available.
• Washington state EMS Evaluator within six (6) months of appointment or as soon as available.
• ICS 100, 200, 300, 400, 700, 800 within six (6) months of appointment or as soon as available.
• Valid Washington State Driver's License and acceptable driving record per City Policy.
