Job summary

Guidehouse is seeking an Employment Authorization Specialist II to support NIH, Office of Research Services, Division of International Services. The role is full‑time, onsite in Bethesda, MD, with potential telework after onboarding.

You will review, edit, and enter foreign national data, prepare immigration packages, and help manage DIS databases and reports. A Bachelor’s degree and 3+ years in related processes are required.

Qualifications

  • Bachelor’s degree in Business Law, Human Resource Management, or related field.
  • Minimum of three years of experience supporting immigration, employment authorization, foreign national sponsorship, or visa‑related processes.
  • Ability to manage multiple cases, files, databases, deadlines, and stakeholder requests accurately and efficiently.
  • Ability to protect sensitive government, personnel, immigration, and procurement information.
  • Familiarity with foreign national case‑management databases, portals, or tracking systems.
  • Experience in creating reports, spreadsheets, analyses, charts, and presentations for stakeholders.

Responsibilities

  • Review, edit, and enter foreign national information into the DIS database.
  • Prepare immigration packages for submission to the ONS for vetting and renewal.
  • Draft Electronic Notices of Action for review by an Immigration Specialist.
  • Maintain databases, prepare reports, analyses, and PowerPoint presentations.
  • Provide onboarding support for temporary staff and new hires, including workstation setup and access.

What You Will Do
  • We are looking for an Employment Authorization Specialist II to support the National Institutes of Health, Office of Research Services, Division of International Services. This full‑time position is located onsite in Bethesda, Maryland, with potential telework flexibility after three months of onboarding.
  • Review, edit, and enter foreign national information from Forms 829‑1 and 829‑2 and the Division of International Services Portal into the DIS database.
  • Prepare immigration packages for submission to the HHS Office of National Security for pre‑sponsorship vetting and renewal.
  • Confirm foreign national data requiring Foreign National Management System and Office of National Security submission.
  • Draft Electronic Notices of Action for Immigration Specialist review.
  • Collect NIH contract staff immigration documentation for review and clearance by an Immigration Specialist.
  • Support the waiver review process by collecting and preparing information for final adjudication, entering information into databases, creating files, verifying information, and responding to general inquiries.
  • Create new cases in DIS databases for Immigration Specialist review and processing.
  • Follow up with scientists to confirm arrival dates and update dates as needed.
  • Maintain key contact information for NIH Institutes, Centers, and Offices and FDA Centers.
  • Prepare databases, reports, spreadsheets, analyses, graphs, charts, and PowerPoint presentations.
  • Maintain databases used to track and monitor activities, requests, and request dispositions.
  • Assist with the management, modification, testing, auditing, and enhancement of the Division’s nVISTAS enterprise database and associated web portal.
  • Maintain computerized files, records, contact databases, electronic calendars, and physical office files.
  • Prepare, scan, and ship petitions and other immigration‑related paperwork.
  • Assist with website content updates and communications with external technology resources.
  • Maintain peripheral hardware and provide Microsoft Office and general software support to office staff.
  • Support Division property management activities and maintain required certifications.
  • Provide onboarding support for temporary staff and new Division hires, including workstation setup, network access, welcome communications, and inclusion in required distribution lists and groups.
  • Provide front‑office coverage as assigned, including answering phones, taking messages, processing mail, retrieving files, and supporting regular mailings.
  • Safeguard procurement‑sensitive information, Privacy Act data, Government systems and data, and Government personnel work products.
  • Follow NIH safety training requirements and applicable Homeland Security regulations and procedures.
  • Perform services onsite based on program requirements and coordinate effectively with Immigration Specialists, NIH staff, scientists, and external stakeholders.
What You Will Need
  • Bachelor’s degree in Business Law, Human Resource Management, or related degree.
  • Minimum of THREE (3) years of experience in supporting immigration, employment authorization, foreign national sponsorship, or visa‑related processes.
  • Ability to manage multiple cases, files, databases, deadlines, and stakeholder requests accurately and efficiently.
  • Ability to protect sensitive Government, personnel, immigration, and procurement information.
  • Familiarity with foreign national case‑management databases, web portals, or tracking systems.
  • Demonstrated background performing database quality reviews, software functionality testing, or data audits.
  • Proven ability to develop reports, spreadsheets, data analyses, charts, and presentations for program stakeholders.
  • Skilled in preparing immigration packages, petitions, notices, or case files for specialist review.
  • Expertise with Microsoft Office Suite, including Microsoft Word, Excel, and Outlook.
  • Strong written and verbal communication skills.
  • Must be able to obtain and maintain a Federal or DoD “public trust”; candidates must receive approved adjudication prior to onboarding with Guidehouse.
  • Candidates with an active public trust or suitability are preferred.
What Would Be Nice To Have
  • Prior support for NIH, HHS, or another Federal Government organization.
  • Excellent organizational and time‑management skills.
  • Hands‑on involvement in process improvement, database enhancement, or administrative workflow modernization.
  • Working knowledge of property management, records management, onboarding, or front‑office operations.
  • Strong customer‑service skills and experience coordinating with scientists, technical staff, program personnel, and external stakeholders.

The annual salary range for this position is $42,000.00-$70,000.00.

Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
