Job summary

Three Saints Bay, LLC is seeking a Subject Matter Expert, Emergency Preparedness Program Manager to support a federal client in Stafford, VA. The role emphasizes COOP maintenance, ConOps updates, and interagency coordination to ensure readiness.

The candidate will lead executive briefings, ensure policy compliance, and align planning with CDC guidance and NRF ESF-13. A TS/SCI clearance and FEMA certifications are required.

Qualifications

• U.S. Citizenship is required.
• Active Top Secret/SCI Clearance is required.
• Bachelor's degree and/or four years of military experience.
• Possession of FEMA certifications relevant to SME duties.
• Experience presenting to executive management.

Responsibilities

• Bi-annually develop and coordinate COOP plan with HQ and field units.
• Conduct monthly inspections of COOP plans for policy compliance.
• Review after-action reports from HQs and field units on COOP exercises.
• Update ConOps and coordinate field unit response for NRF ESF-13 activation.
• Ensure pandemic influenza plan aligns with CDC guidance and mandates.
• Maintain/update MOUs with county public health departments.
• Coordinate executive response protocols to CO GCON alerts.
• Liaise with department officials and local counterparts on preparedness plans.
• Organize, develop, and implement agency test training and exercise programs.
