Job summary

UC Santa Barbara seeks an experienced EHS Manager 1 to lead the Emergency Management and Mission Continuity programs, report to the Executive Director of EHS, Risk and Emergency Services, and coordinate with campus leadership. The role focuses on developing procedures, maintaining the campus EOC, and ensuring readiness.

Requirements include a Master’s degree or higher in a related field, a Bachelor’s, and 4–6 years of relevant experience; strong leadership, communication, and EH&S program

Responsibilities

• Design, plan, and conduct regular emergency management exercises for senior leaders, campus management, and departments.
• Manage the Mission Continuity Program and ensure effective response, recovery, and resumption of campus operations.
• Serve as UCSB representative to County of Santa Barbara’s Emergency Operations Center during emergencies.
• Maintain relationships and partnerships with city, county, and state public and private agencies.
• Support UC systemwide continuity planning efforts and prepare campus units for emergency support functions.
• Coordinate and support after‑action reviews following major emergencies.

Position Title

EHS Manager 1 (Environmental Health & Safety). This position reports to the Executive Director of Environmental Health & Safety, Risk and Emergency Services.

Location and Hours

Work Location: Environmental Health & Safety - 1001

Working Days and Hours: Monday - Friday, 8 a.m. – 5 p.m.

Compensation and Benefits

Salary Range: $111,300 to $211,100 per year (budgeted range $130,000 to $150,000/yr).

Knowledge, Skills & Abilities

• Comprehensive knowledge of EH&S technical requirements, logistics, and regulations.
• Strong management skills to lead and direct subordinate staff across regulated program areas.
• Excellent written, verbal, and interpersonal communication skills and political acumen.
• Proficiency in developing, implementing, and evaluating EH&S projects and programs.
• Ability to respond to and direct emergency and critical situations, evaluate response efficacy, and recommend improvements.

• Direct responsibility for the care, safety, and security of humans or animals, or University property.

Special Conditions Of Employment

• Valid driver’s license and acceptable driving record; enrollment in the California Employer Pull Notice Program required.

Job Functions and Time Allocation

• Planning (25%) – Development and maintenance of the campus Emergency Operations Plan, guidance and training, compliance monitoring, collaboration with departments, and strategic initiatives.
• Preparedness (25%) – Development and deployment of emergency preparedness procedures, training, exercises, and integration of the Incident Command System.
• Response (15%) – Management of campus response to emergencies, coordination of resources, representation to county EOC, and communication during incidents.
• Mission Continuity Oversight (15%) – Oversight of the Mission Continuity Program and coordination with stakeholders for business continuity.
• Liaison (10%) – Building and maintaining partnerships with public agencies, coordinating planning with regional frameworks, and maintaining communication with UC leadership.
• Administrative (10%) – Coordination of emergency management across campus programs, scheduling committee meetings, policy development, and support to department programs.
