City of Commerce City is seeking an Emergency Management Specialist to support the Emergency Manager in coordinating emergency management plans, leading public outreach, and managing volunteer programs.

The ideal candidate will provide organizational administration, public speaking, and project coordination to ensure readiness for emergencies and disasters, with a salary dependent on experience.

Qualifications

  • Associate’s degree or 60 credit hours in Emergency Management, Incident Management, or Homeland Security.
  • Minimum of one year experience assisting with organizing emergency and non-emergency events.
  • Must have acceptable background information including criminal history and motor vehicle record; valid Colorado driver's license.
  • Knowledge of Emergency Management, EOC operations, incident command, and hazardous materials.
  • Ability to write, edit, and present reports and memos clearly.

Responsibilities

  • Assist the Emergency Manager with coordinating emergency management and public safety operation plans with stakeholders.
  • Support emergency response incidents and coordinate agency operations and city responses.
  • Prepare reports and manage projects and volunteer programs.

Commerce City is seeking an Emergency Management Specialist to support our Emergency Manager in coordinating emergency management plans, leading public outreach, managing volunteer programs, and ensuring our city is ready for any situation.

Under the general direction of the Emergency Manager, this role requires strong skills in technology familiarity and use, emergency management, emergency operations center systems, organizational administration, and public speaking and outreach. The position involves reviewing and developing operations, leading and coordinating emergency management-related groups, preparing reports, managing and coordinating projects, providing management and coordination, performing administrative support, and other related duties as required.

Hiring salary is dependent upon experience.

The hiring range is $76,789.44 - $115,184.37 Annually

  • Assists the Emergency Manager, as requested or directed, including conducting research projects, undertaking special assignments, and drafting memos and correspondence on their behalf.
  • Assists in coordinating emergency management and public safety operation plans, strategies, issues, and responses with all stakeholders (local, county, state, federal, non-profit, and private). May respond, if requested, to emergencies and disasters.
  • Supports emergency response incidents, coordinates agency operations and city responses, and follows up with incident after-action reports and corrective action plans.
  • Represents the Emergency Manager and maintains relations with community, city state, and local, state and federal agencies on his/her behalf.
  • Compiles and maintains records and provides reports to local, state, and federal agencies.
  • Reviews federal and state laws to determine their elect on the city’s Emergency Operations Plan (EOP) and procedures to assure compliance.
  • Manages the city’s Amateur HAM Radio Program.
  • Manages the city’s AED program.
  • Coordinates interactions with the public and other City state and provides excellent customer service with a high degree of professionalism.
  • Oversees the implementation and maintenance of administrative systems and procedures to ensure that business practices are effective.
  • Responsible for monitoring correspondence from the public and other governmental agencies to ensure appropriate and timely responses.
  • Manages the Police Department’s Volunteer Management Program.
  • May be assigned to specific committees as a representative of the Office of Emergency Management.
  • Perform public speaking before groups on topics of emergency management and disaster preparedness
  • Provide administrative and staff support to the department to include the following:
  • Developing, writing, and editing reports, routine correspondence, memorandums, etc.
  • Maintain and update the city’s Office of Emergency Management web page.
  • Performs related duties as required to meet the needs of the city.
  • Takes proper safety precautions to prevent accidents.
  • Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies, and procedures. If involved, reports all accidents and damage to city property.
  • Responsible for knowing and complying with all city and department policies; participating in professional training and development; and adhering to attendance and workplace attire policies.
  • Performs other duties as assigned.

Associate's degree or sixty (60) credit hours of higher education in a related field such as Emergency Management, Incident Management, or Homeland Security. A Minimum of one (1) year of experience assisting with organizing emergency and non-emergency events.

Any equivalent combination of education and experience, as approved by the department.

Have and maintain acceptable background information, including criminal conviction history and motor vehicle record. Valid Colorado driver's license.

Knowledge of:
  • Microsoft Office Suite, Emergency Operations Center operations, emergency management, and incident command software.
  • Basic law enforcement practices, methods, laws, and ordinances.
  • Hazardous materials.
  • Homeland Security procedures and protocols.
  • Emergency management and disaster planning principles
  • Tactical operations, suppression, rescue, and emergency medical services, law enforcement, and hazmat operations.
  • The principles of organization, management, planning, development, and implementation of responsibilities as they relate to the activities of the position.
  • The rules, regulations, policies, and procedures of the police department.
Skill in:
  • Operating amateur HAM radio and public safety radio systems.
  • Managing volunteers on board and oral board paperwork.
  • Organization and time management.
  • Writing, editing, and proofreading various materials in various formats such as Word, Excel, etc.
  • Problem-solving, instructing, facilitating, and coordinating the work of other employees engaged in carrying out the goals and objectives of the assigned functions.
  • Analyzing situations quickly and objectively to determine proper courses of action.
Ability to:
  • Handle multiple demands simultaneously while being subject to various interruptions at times
  • Maintain composure during confrontation and stressful situations.
  • Communicate effectively both orally and in writing, including the ability to make oral and written presentations to groups of various sizes and natures.
  • Work independently, as well as establish and maintain balanced relations with both internal and external customers. Successfully complete in-service and mandatory training.
Duty Assignment Locations:

The primary work location may vary and is subject to change based on the departmental needs and operational requirements.

  • Driving: Drives a city or personal vehicle in the normal course of business.
  • Office Equipment: Daily use of computer, keyboard, copier, scanner, printer, calculator, phone (desk & cell), camera, cell phone apps, and electronic diagnostic equipment. Daily use of software programs including Microsoft Office Suite, Outlook, Word, and Excel.
  • Other Equipment: Automated External Defibrillator (AED), handheld radios, air purifiers, generators, Personal Protection Equipment (PPE), and occasional use of ladders.
  • Physical Activities: Moderate physical activity that may include walking, sitting, standing, stooping, bending, reaching, lifting & carrying.
  • Lifting: Frequently lifts, carries, and exerts up to 40 pounds.
  • Vision and Hearing: Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communicate conversation, and respond to verbal inquiries. Must be able to recognize sound on construction sites that indicate nearby equipment and/or safety hazards.
  • Exposure to Environmental Conditions:Will be exposed to extreme heat, cold, dry, wet, odors, smoke, loud noises, vibrations, dust, or intense light and hazards normally associated with construction sites. Maybe exposed to chemicals including cleaners, solvents, paints and other potentially toxic agents. Work may be performed in precarious or tight spaces.
  • Schedule:Position generally scheduled Monday - Friday; occasionally weekend and after hours (night) work. May require attendance at offsite meetings.
  • Additional Working Conditions:May be exposed to work settings that vary in convenience and comfort. May be required to visit external, non-city work sites with the City having limited control over the work environment.
  • Safety Sensitive:This position is subject to the city’s drug screening.
