Job summary

Dakota County in Hastings, MN seeks an Emergency Management Deputy Director to coordinate disaster planning, drills, and response across county departments and partners. The role fulfills MN Statute 12.25, subd. 2, with after-hours requirements and collaboration with first responders, public health, and public works.

The position focuses on planning, training, exercising, responding to and recovering from emergencies, and requires leadership in grant management and interagency coordination.

Qualifications

• Bachelor's degree and 3 years in Emergency Management or related field.
• Equivalent combination of education and experience totaling 7 years in EM or related discipline.
• Completion of NIMS IS-100, IS-200, IS-700 and IS-800.
• Completion of IC-300 and IC-400 or ability to complete within 6 months.
• Valid driver's license.

Responsibilities

• Coordinate design, development, and evaluation of trainings, drills, and exercises.
• Serve as primary coordinator for Radiological Emergency Preparedness (REP) program.
• Develop, manage, and implement grant applications (e.g., UASI, EMPG, REP, PSGP).
• Support public health preparedness plans and COOP planning.
• Act as liaison with external agencies to represent county interests.
• Maintain 24/7 communications capability during disasters.
