Job summary

Springville City is seeking an Emergency Management Coordinator who will prepare the city for emergencies and major disasters through planning, training, and policy development. The role focuses on COOP, multi-year training, and coordination with departments to promote preparedness.

The position reports to the Chief of Police in the Public Safety department, is non-exempt, part-time, and supports city-wide emergency management programs and outreach to schools and the public.

Qualifications

  • High school diploma or GED required; a Bachelor's in Emergency Management preferred.
  • Minimum two years leading an Emergency Management program.
  • Must obtain FEMA certifications including IC/ICS 100, 200, 300, 400, 700, 800.

Responsibilities

Description

Under the general direction of the Chief of Police this position has primary responsibility to prepare Springville City for emergencies and major disasters through planning, training, establishing policies, and for the coordination of information and resources. This is accomplished through comprehensive mitigation, prevention, preparation, response, recovery, and thorough Continuity of Operations Planning (COOP) that protect and ensure continuation of Springville City mission critical functions. This position coordinates and promotes Emergency Management programs and trainings and will be based on accepted Emergency Management professional best practices.

Duties
  • Coordinate Emergency Management Programs and Trainings
    • Create Emergency Actions Plans for special events and during emergencies/disasters.
    • Develop and maintain training documents, slides, and other resources that help provide training to city employees.
    • Develop and update emergency plans and procedures.
    • Coordinate efforts between departments with emergency preparedness, planning, and training.
    • Assist schools, businesses, and the public with emergency preparedness, planning, and training.
    • Build the capabilities of city personnel, supplies, equipment, and infrastructure to be able to manage a large-scale disaster.
    • Support Police Chief and City Administrator in their roles as Emergency Managers under the City's Emergency Management Plan.
  • Develop and implement multi-year Emergency Management training and exercise program
    • Monitor and provide compliance with the National Incident Management System (NIMS).
    • Build trainings to meet current best practices using an "all hazards" approach.
    • Monitor current and evolving hazard trends and incorporate new information into training regimen.
  • Maintain Emergency Management Equipment and Systems
    • Conduct inventory of the emergency management supplies and equipment, ensuring that everything is accounted for, maintained, and in proper working condition.
    • Develop and maintain the Emergency Management page on the city website; work with IT department to develop and maintain the information contained on the Emergency Management website, providing valuable information for visitors to this site.
    • Establish, build, and regularly test activation of the Emergency Operations Center.
    • Review, suggest improvements, and develop training for optimizing use of the Everbridge system.
  • Coordinate with County, State, Federal, private sector, and Volunteer Organizations Active in Disasters (VOAD)
    • Maximize disaster relief efforts by coordinating with outside jurisdictions, private sector, and VOAD groups in developing memorandums of understanding or mutual aid agreements for assistance in disaster situations.
  • Support the overall mission of the Department of Public Safety

Qualifications
  • Must have a high school diploma or GED.
  • Bachelor's degree in an Emergency Management related field preferred.
  • Must have a minimum of two (2) years' experience leading an Emergency Management program.
  • Must have, or be able to obtain, multiple FEMA certifications including, but not limited to: IC...ICS 100, 200, 300, 400, 700, 800, Advanced Professional Series certification.

  • Demonstrated capability to provide comprehensive management of all program elements, including budgetary planning, long and short-term objective planning, resource management and grant writing.
  • Strong communication skills both orally and in writing.
  • Ability to work well independently.

  • Demonstrated ability to conduct in-person trainings.
  • Solid analytical, creative, and problem-solving abilities.
  • Ability to communicate effectively with a broad range of diverse people, ability, culture, and ethnic backgrounds.
Physical Demands

Must be able to see, hear, stand, walk, sit, stoop, and spend considerable amount of time at a computer. Must be able to lift up to 20 lbs.
