Job summary

Jensen Hughes is seeking a proactive Emergency Management Consultant to join our team. You will assess risk, develop and enhance emergency management and continuity programs, and design training and exercises for clients across industries.

Working with client leaders and multidisciplinary teams, you will translate standards and leading practices into actionable solutions, deliver high-quality deliverables, and travel as project needs require.

Qualifications

• Bachelor’s degree in emergency management, public administration, fire science or protection, safety, business, healthcare administration, organizational resilience, or related field.
• Experience in emergency or crisis management, business continuity or resilience.
• Experience developing and improving emergency management and resilience programs with client stakeholders.
• Proven ability to lead multiple workstreams and manage cross-functional teams.
• Interest in business development and client relationship growth.
• Certification in emergency management or related field is a plus.

Responsibilities

Jensen Hughes is seeking a proactive, detail-oriented, and client-focused professional to join our growing team.

The Emergency Management Consultant helps Jensen Hughes clients strengthen preparedness, response, recovery, continuity, and organizational resilience capabilities. Working with client leaders and multidisciplinary project teams, the Consultant assesses risk and capabilities, develops and enhances emergency management and continuity programs, designs and facilitates training and exercises, and provides practical recommendations to address identified gaps.

This role requires the ability to analyze complex organizations and operational environments; translate recognized standards, guidance, and leading practices into actionable solutions; and communicate clearly with stakeholders ranging from frontline personnel to executive leadership.

Consultants support clients across multiple markets, sectors, and industries. Successful candidates should be comfortable managing multiple projects, facilitating client engagements, producing high-quality deliverables, and traveling as project needs require.

Responsibilities

• Support the development, implementation, evaluation, and continuous improvement of emergency management, business continuity, crisis management, and organizational resilience programs.
• Conduct hazard, risk, vulnerability, capability, and preparedness assessments to identify operational gaps, priorities, and opportunities for improvement.
• Develop and revise emergency operations plans, continuity plans, crisis management frameworks, response procedures, playbooks, and other preparedness and resilience documentation.
• Design, develop, facilitate, and evaluate training, workshops, tabletop exercises, functional exercises, and other preparedness activities for a range of client audiences.
• Provide practical, evidence-informed recommendations that align client programs with applicable regulations, standards, guidance, industry practices, and organizational objectives.
• Build and maintain strong client relationships by delivering responsive, professional, and high-quality customer service throughout all phases of an engagement.
• Communicate effectively with frontline personnel, technical specialists, managers, and executive leaders, adapting recommendations and presentations to the needs of each audience.
• Manage assigned projects and workstreams, including scope, schedule, budget, deliverables, client communications, and coordination with internal and external team members.
• Collaborate across all Jensen Hughes disciplines and practice areas to provide integrated solutions addressing emergency management, resilience, safety, security, risk, and continuity needs.
• Support business development activities, including identifying client needs and opportunities, developing scopes of work and proposals, participating in client meetings and presentations, and contributing to the growth of existing and new client relationships.
• Contribute to thought leadership through research, conference presentations, webinars, articles, technical publications, development of methodologies and tools, and participation in relevant professional organizations.
• Maintain awareness of emerging threats, evolving regulations, standards, technologies, and leading practices affecting emergency management, continuity, crisis management, and organizational resilience.
• Apply sound analytical judgment to complex and high-consequence problems and translate technical findings into clear, actionable strategies for clients.
• Demonstrate professionalism, accountability, adaptability, and a commitment to quality while managing multiple priorities, working independently and collaboratively, and traveling to client locations as required.
• Support incident response, crisis management, or recovery activities when requested, including providing technical or advisory assistance to client leadership teams.

Requirements and Qualifications

• Bachelor’s degree from an accredited institution in emergency management, public administration, fire science or protection, safety, business, healthcare administration, organizational resilience, or a related field.
• Professional experience in emergency or crisis management, business continuity, organizational resilience, disaster preparedness, or a related discipline.
• Experience developing, implementing, evaluating, or improving emergency management and resilience programs, plans, procedures, training, exercises, or assessments with client stakeholders and frontline personnel.
• Proven ability to lead multiple workstreams, collaborate on multidisciplinary teams, maintain productivity and independently manage assigned responsibilities and deliverables.
• Interest in business development, including identifying client needs, strengthening relationships, recognizing service opportunities, and supporting proposals, scopes, or presentations.
• Proven success building, maintaining, and growing trusted relationships with clients, partners, colleagues, response organizations, and other stakeholders.
• Contributions to industry thought leadership through presentations, publications, research, committees, webinars, methodologies, tools, or similar activities.
• Strong written, verbal, facilitation, and presentation skills across technical, operational, and executive audiences.
• Strong analytical and critical-thinking skills, sound judgment, and the ability to manage priorities and communications under pressure.
• Proficiency in Microsoft Office and ability to learn emerging technologies and collaboration tools.
• Willingness to travel domestically up to 50%, with possible international travel based on project needs.

Preferred Qualifications

• Advanced degree in emergency management, public administration, business, healthcare administration, organizational resilience, or a related discipline.
• Experience in public-sector emergency management, including work with local, regional, state, or federal government agencies.
• Experience supporting emergency preparedness, incident management, or resilience planning for large-scale events, special events, mass gatherings, or other complex operational environments.
• Experience working with organizations operating in complex or highly regulated environments. Including but not limited to healthcare organizations, healthcare coalitions, public health agencies, public safety organizations, or other.
• Experience supporting consulting engagements, including client relationship management, project delivery, proposal development, scope development, or growth of existing client accounts.
• Relevant professional certification, such as Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Certified Business Continuity Professional (CBCP), Project Management Professional (PMP), or a comparable credential.
