Job summary

County of Los Angeles seeks a Financial Specialist III to support financial systems analysis and budgeting for programs addressing homelessness and related services. The role develops and implements financial controls, analyzes complex data, and prepares formal reports for decision-makers.

Under an emergency order, the initial appointment can extend up to 90 days with potential for permanent County employment. Experience in accounting systems design and implementation is highly valued.

Qualifications

• Two (2) years' experience performing financial systems analysis in a County department, one (1) year at Financial Specialist II level.
• Three years' experience in an administrative, advisory, or staff capacity resolving accounting, budgetary, and other financial problems including accounting systems design and implementation.
• Bachelor's degree or higher in Business Administration, Accounting or Finance and related coursework.

Responsibilities

• Conducts studies of complex departmental accounting and budgetary operations, fiscal controls and accounting standards in computerized and manual systems.
• Assembles and verifies financial data, schedules and statistical summaries and compiles them into clear and concise written reports.
• Analyzes and evaluates study findings to identify strengths and deficiencies in financial system operations.
• Adapts manual functions to computerized processing and designs internal controls to support revised systems.
• Prepares detailed policy and procedures manuals and guides implementation of new or revised financial systems.
