Job summary

The State of Washington seeks an Eastern WA EMD Field Representative to provide senior-level emergency management coordination across Eastern Washington. You will build and maintain relationships with LEPCs/TEPCs and serve as the EMD representative to local, state, and federal partners, supporting an all-hazards approach.

This civilian position collaborates with the Washington Military Department’s Emergency Management Division to lead mitigation, preparedness, response, and recovery efforts.

Qualifications

• Two years of experience as an Emergency Management Program Specialist 2 and a Bachelor's degree with four years of professional level experience in emergency management, financial management (grant, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis or planning, civil/structural engineering, legislative affairs, and/or urban planning.
• A Master's or Ph.D. degree will substitute for one year of the experience requirement.

Responsibilities

• Support the State Emergency Response Commission’s review of LEPC hazardous materials response plans and recommend changes needed to bring the plans into compliance with EPCRA.
• Support state- and local-level training and exercises focused on hazardous materials activities.

Emergency Management Program Specialist 3

This position is non-permanent with the anticipated duration through June 2027.

Under the direction of the EMD Field Representative Program Supervisor, this position provides senior level professional emergency management coordination support. This position is the Eastern WA EMD Field Representative, the position develops and maintains collaborative relationships with Local Emergency Planning Committees (LEPCs) and Tribal Emergency Planning Committees (TEPCs)that enhance and improve hazardous materials planning and supports an all-hazards approach to emergency management. The position is responsible for working with LEPCs/TEPCs in Eastern Washington and serves as an EMD representative to local state and federal emergency management partners.

As part of the Military Department, the Emergency Management Division (EMD) leads and coordinates mitigation, preparedness, response, and recovery in Washington State to minimize the impact of disasters and emergencies on the people, property, environment, and economy.

This is a civilian position and does not require military service affiliation.

Some of what you will do:

• Support state- and local-level training and exercises focused on hazardous materials activities.
• Serves as EMD’s regional liaison providing services to local jurisdictions within the assigned region.

• Perform duties in the State Emergency Operations Center, primarily in the Planning or Operations Sections.

REQUIRED

Two years of experience as an Emergency Management Program Specialist 2; A Bachelor's degree AND four years of professional level experience in emergency management, financial management (grant, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis or planning, civil/structural engineering, legislative affairs, and/or urban planning. Additional qualifying experience will substitute, year for year, for the education requirement. A Master's or Ph.D. degree will substitute for one year of the experience requirement.

Experience:

Two years of experience in one or a combination of the following:

• Program management or committee work requiring frequent interface with executive level decision makers.
• Operational experience in government or private sector in Emergency Management, Hazardous Materials Response, Critical Incident Management or Crisis and Risk Management.
• Designing and implementing emergency management Hazardous Materials exercises, training classes, mitigation and preparedness programs.
• Experience in real incidents or events serving in Incident Command System (ICS) position(s) in a government or private sector emergency operations center.
• Leading collaborative and diverse stakeholder planning groups over which you have no direct control.
• Hazardous Materials crisis management, or emergency management experience.
• Delivering executive level or equivalent level presentations to national, regional, local/Tribal, and statewide audiences of diverse stakeholders. Ability to explain complex or technical information regarding rules, regulations, policies, procedures, programs and/or services.

Four years of experience in performing emergency planning.

Two years of experience in working with hazardous material, emergency plans and procedures.

Knowledge of:

Federal, state, and local emergency management programs and issues.

Skills and Abilities to:

• Ability to take action to meet the needs of others

• Use Microsoft Office Products: Use presentation software such as PowerPoint, to create, format, edit, and run slide shows. Use spreadsheet software, such as Microsoft Excel, to create, modify, print and format spreadsheets, find and replace data, and work with basic formulas and functions. Use templates, styles, AutoFormats, and multiple worksheets.

Compensation:

Wage/salary depends on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT

Background Investigation:

Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

Union:

This position is represented by the Washington Federation of State Employees.

Driver's License:

1. Valid to drive in the State of Washington.
2. Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.

Military Facility:

Willingness to work on a Military Controlled Access Installation. Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver’s License, or other REAL ID Compliant Identification.

Work Hours:

A choice may be available between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.

Telework:

This position may be eligible for some telework.

Emergency Assignment:

Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel:

Regular travel and to include extended overnight stays.
