Job summary

Community Action Partnership of Lancaster County is seeking an ELRC Coordinator in Lancaster, PA to lead and supervise the ELRC team, guide internal processes, implement standards, and ensure OCDEL compliance.

The role includes planning staff meetings, evaluating processes, and collaborating with the Director on procedures to improve services for families and providers served by the ELRC program.

Qualifications

  • Associates degree or equivalent required.
  • At least two years experience with families with low-income and community services.
  • Previous supervisory experience preferred.
  • Bilingual in Spanish/English preferred.

Responsibilities

  • Lead and supervise the ELRC team and guide internal processes.
  • Develop SOPs and implement OCDEL-aligned procedures.
  • Review OCDEL standards and ensure compliance.
  • Track case management data and prepare reports for management.
  • Plan monthly team and operational meetings with OCDEL updates.

JOB SUMMARY

Position Title: ELRC Coordinator

Program: ELRC

Classification: Exempt/Full-Time

Travel Requirements: May need to travel to county offices

The ELRC Coordinator will lead and supervise the ELRC team in performing their job duties. They will also assist with providing guidance on internal processes, implementing policy through standard operating procedures and staff meetings and assisting with maintaining compliance with the Office of Child Development and Early Learning (OCDEL) policies and make recommendations based on operational needs.

DUTIES/RESPONSIBILITIES
Team Supervision
  • Recruits, interviews and hires new staff.
  • Handles discipline and termination of employees in accordance with company policy.
  • Overseas assignments and ensures compliance with teams output projects.
Management Leader
  • Manages a team and has strong interpersonal skills.
  • Demonstrates strong problem solving and analytical skills.
  • Works with Director on department procedures.
Compliance
  • Assists with review and implementation of OCDEL policy communications to ensure compliance with OCDEL standards.
  • Reviews internal auditing files of staff to assist with implementation of continuous quality improvement.
  • Reviews weekly monitoring reports/logs and monthly funding reports to ensure OCDEL standards.
Data Management
  • Tracks and reviews internal reporting of case management and internal logs for accuracy and compliance.
  • Maintains a small caseload
  • Plans monthly team meetings and operational meetings as needed with updates from OCDEL communications.
  • Assists Director in evaluating internal processes and making recommendations on how to improve the needs for clients or providers.

EDUCATION/EXPERIENCE REQUIREMENTS
  • Associates degree or equivalent combination of education and experience is accepted.
  • At least two years of experience working with families with low-income, and community services, required.
  • Previous experience in a supervisory role preferred.
  • Bilingual in Spanish/English preferred.
