Job summary

Morrison County Government Center in Little Falls, MN, is seeking a full-time Eligibility Specialist responsible for determining eligibility for SNAP, MSA, GA, GRH, and related health care programs and maintaining caseloads.

You will ensure compliance with federal/state guidelines, process income reports and renewals, interview clients, collect verifications, and coordinate with facilities for medical transportation and insurance reimbursements.

Qualifications

• Requires specialized training beyond High School, but less than an associate degree.
• Three (3) years of relevant experience required.
• Ability to pass all position required background(s) and testing(s).

Responsibilities

• Determines eligibility according to Federal, State and County program policy guidelines and time frames, utilizing case information and verification received.
• Updates cases for changes in income and resources; maintains knowledge of County, State and Federal regulations and program changes.
• Completes monthly Income Reports, Annual and Semi-annual renewals, determining ongoing eligibility; responds to contacts via phone or correspondence.
• Interviews, assesses, and screens walk-in and telephone requests; arranges interviews and refers to additional resources as needed.
• Processes reimbursement of medical transportation and health insurance; coordinates ride requests and liaises with facilities for medical lodging.
• Enters claims in system and initiates demand letters.
• Transfers cases to other counties; researches facts and corrects errors.
• Prepares cases for fraud investigation, appeals, and testifies in court if necessary.

Job Location: Morrison County Government Center - Little Falls, MN, Position Type: Full Time - Union, Salary Range: $23.79 - $33.86Hourly, Job Shift: Monday-Friday 8AM-4:30PM, Job Category: Health & Human Services Department, Nature of Work: This position is responsible for determining eligibility and maintaining a caseload for all financial assistance programs (SNAP, MSA, GA, GRH, Emergency Assistance, and multiple Health Care Programs including Long Term Care) and ensuring compliance with program guidelines by following federal and state statute.

Essential Work Functions

• Updates cases for changes in income and resources (e.g. COLA, guideline and mass changes, spenddowns, etc.) Maintain and apply County, State and Federal regulations, keeping aware of program changes.
• Determines eligibility according to Federal, State and County program policy guidelines and time frames, utilizing case information and verification received. If needed request additional paperwork and forms.
• Completes and processes monthly Income Reports, Annual, and Semi-annual renewals, determining ongoing eligibility. Respond to all contacts made to the Agency which requires return contact either by phone or by correspondence.
• Interview, assess, and screen all walk-in and telephone requests, arrange appropriate interviews, and assess the individual's need and refer to other resources as needed. Including but not limited to expedited SNAP services and emergency needs.
• Processes reimbursement of medical transportation, health insurance reimbursement, schedule ride requests for client, and coordinate with facilities for medical lodging.
• Enters claims in system and initiate demand letters.
• Transfer cases to other counties/review incoming cases. Research facts and correct errors found by Quality Control or through Supervisory Case Reviews.
• Prepare cases for fraud investigation, appeals, and testify in court if necessary.

Qualifications: Minimum Qualifications of Education and Experience
