Riverside University Health System (RUHS) Medically Indigent Services Program (MISP) is currently recruiting to fill an Eligibility Specialist Trainee/I/II. The incumbent will support the Medically Indigent Services Program in Moreno Valley and may travel to various locations throughout Riverside County.
The incumbent in this position will have experience with Medi-Cal eligibility in a hospital environment. The Eligibility Specialist Trainee/I/II will be tasked with eligibility services for one or more public social service aids or medical assistance programs as well as review, evaluate, investigate, and justify eligibility determinations. Additionally, the incumbent will assist in community outreaches, welcome patients to the facility, verify medical insurance coverage, or assist in applying for medical coverage, as well as answer phone and email inquiries. Riverside University Health System (RUHS) Medically Indigent Services Program (MISP) desires candidates who have experience with bedside assisting, performing Intake worker duties, and data entry.
Required bilingual – English/Spanish – Level II (reading & writing)
Schedules: Monday-Friday 8:00 am - 4:30 pm or Monday-Friday 3:00 pm - 11:30 pm
Shift differential - LUINA MOU - evening differential shall be paid one dollar and thirty cents ($1.30) per hour for the time actually worked between 6:00 p.m. and 11:00 p.m.

Positions in this series, under supervision, determine initial and continuing eligibility for one or more public social service aids or medical assistance programs in accordance with established procedures; to perform complex and specialized eligibility work such as quality control and quality assurance of previously processed aid applications or the review, evaluation, investigation, and justification of eligibility determinations that clients have appealed; to refer applicants and recipients who appear to be in need of social services to the appropriate staff members; and to perform other duties as required.

Salary: $18.00 - $24.68 Hourly
Option I: Experience: Two years of general or specialized office experience comparable to Riverside County's Office Assistant II or higher, or Departmental Supportive Services Aide classification.
Option II: Education: Completion of 60 semester/90 quarter units at a recognized college including at least 15 semester/18 quarter units in one or more of the following: social welfare, sociology, social/human services, other behavioral sciences, business/public administration.
Option III: Experience: Two years of experience involving responsibility for interviewing or decision-making in a clerical capacity or higher in a personnel office, employment, unemployment, disability insurance, workers' compensation, or social security offices, hospitals, physicians' offices, insurance firms, social service or similar agencies.

Salary: $20.90 - $27.49 Hourly
Education: Graduation from high school; possession of a certificate of proficiency issued by the California State Board of Education; or a GED diploma. Experience: Successful completion of Riverside County Health Services Agency, Medically Indigent Services Program On-the-Job Training Program.

Salary: $22.87 - $31.15 Hourly
Education: Graduation from high school; possession of a certificate of proficiency issued by the California State Board of Education; or a GED diploma. Experience: Twelve months of performing duties comparable to Riverside County Health Services Agency's Eligibility Specialist I classification in the Medically Indigent Services Program.
Knowledge of: The goals of public social service agencies, hospitals, and healthcare facilities; the basic laws, rules, and regulations governing eligibility and grant determinations for public assistance programs; interviewing and recordkeeping techniques; problems requiring referral to the staff; standard office procedures and practices.
Ability to: Interview effectively in a variety of settings; accurately gather, record, and correctly evaluate data necessary for the determination of eligibility for various public assistance programs; correctly interpret the rules and regulations governing eligibility determinations to applicants, recipients, and the general public; speak and write effectively; maintain accurate and systematic records; identify problems requiring referral to other Department staff.
**The rate of pay for this classification will be set in accordance with California Senate Bill 525 requirements for applicable departments.
Other Requirements
License/Certificate: Possession of a valid California Driver’s License may be required.
Bilingual Testing: The Human Resources Department will coordinate a Bilingual (Spanish) Non-Proctored Assessment.
