Job description

Under the direction of the SCADA Administrator and/or department lead, performs routine technical duties in the installation, testing, repair, and maintenance of Pueblo Water's Supervisory Control and Data Acquisition (SCADA) system. This role helps keep control systems, remote-controlled devices, telemetry and cellular systems, Programmable Logic Controllers (PLCs), instrumentation, radio-based monitoring equipment, security systems, and related technologies fully functional and up to industry standards. Performs regular PLC program maintenance and troubleshooting. Assists the SCADA Administrator and the Information Systems Division with SCADA servers, system computers, and hardware. Creates and updates electrical and electronic control system drawings using computer-aided drafting methods. Performs wiring tracing, reviews PLC layouts and control system components, and updates "as-built" documentation after rewiring instrumentation and system configurations.

1. Installs, calibrates, tests, troubleshoots, repairs and maintains electrical control systems, equipment, and components in the SCADA System and for Pueblo Water.
2. Assists SCADA Administrator and/or department lead with designing installing, maintaining, troubleshooting and updating Pueblo Water's SCADA System.
3. Installs, calibrates, tests, troubleshoots, repairs and maintains SCADA System communication systems for Pueblo Water. (Cellular, Telemetry, Wired, etc.)
4. Integrates, maintains, troubleshoots, and repairs Variable Frequency Drives (VFDs) both large and small within the treatment plant and distribution system.
5. Integrates, maintains, troubleshoots, and repairs Motor Control Centers (MCC) systems and components.
6. Integrates, installs, maintains, and troubleshoots instrumentation in the SCADA System and for Pueblo Water including but not limited to, level, pressure, flow, actuators, drives, process controllers, instrumentation controllers, and etc.
7. Maintains and installs Uninterruptible Power Supplies (UPS) systems and batteries per Pueblo Waters Risk Management Plan.
8. Works with the SCADA Administrator and IS Department to install and test Pueblo Water Security systems as required.
9. Works with IS Department to troubleshoot and resolve problems with communication systems related to the SCADA Department.
10. Works with SCADA Administrator and IS Department to maintain, troubleshoot, and install data communication equipment such as modems, routers, switches, antennas, fiber and copper cable, lightning arrestors, etc..
11. Performs work on and around medium to high voltage equipment.
12. Performs computer-aided drafting in the creation of electrical, electronic, and control system drawings and schematics.
13. Utilizes test equipment including, but not limited to, analog multitesters, digital multimeters, oscilloscopes, frequency selective level meters, frequency counters, cable locators and testers, communications and spectrum monitors, watt meters, component testers, pressure calibrators, telemetry monitors, PLC programmers, portable test units and Windows-based personal computers.
14. Reads and understands schematics and wiring diagrams.
15. Programs, maintains, repairs and integrates PLC systems.
16. Updates PLC program database as directed by the SCADA Administrator and/or department lead.
17. Updates Facilities Operation and Maintenance records and computerized data as assigned.
18. Prepares and completes work order processes and procedures as assigned.
19. Maintains inventory of tools, parts and equipment. Purchases tools, replacement parts, and equipment as needed.
20. Responds to general inquiries from Pueblo Water personnel, contractors, and engineers regarding issues related to electronic controls and instrumentation.
21. Assists with and when assigned is responsible for Pueblo Water Risk Management Plan prescribed procedures regarding electronics and automation.
22. Works with personnel in other workgroups as needed.
23. Operates assigned vehicle.

Education, Training and Experience

• Associates Degree in Electrical Engineering Technology, Industrial Electronics Technology, or related field with one year of computer aided drafting. A Master or Journeymen Electrician License with related SCADA or control system experience may be substituted for Associates Degree requirement.
• Colorado Class "R" Driver's License.
• Colorado Class 1 Water Distribution Operator certification, or ability to obtain the certification within one (1) year immediately following the date of entry into the position.
• Must successfully complete continuing education/training unit courses required to maintain certification.
• Three or more years of related electrical, electronic hands-on field experience including computer aided drafting.
• Any equivalent combination of education, training and experience.

Knowledge, Skills and Abilities

• Intermediate knowledge of PLC architecture, programming and function; variable frequency drives (VFD); motor soft-starters; across the line motor control components; pressure sensors; flow control systems; SCADA system computer equipment and control components.
• Intermediate knowledge of the safety requirements and precautions that must be taken while working near medium to high voltages.
• Intermediate knowledge of computer aided drafting practices and procedures, computer systems, and basic spreadsheet, database and word processing software programs.
• Intermediate knowledge of operational technology communication systems, calibration instruments, and specialized diagnostic equipment.
• Intermediate ability to interpret and work from technical manuals, schematics, blueprints, and troubleshoot and repair equipment.
• Intermediate interpersonal skills are required to exchange and interpret information, and respond to routine questions. Interacts with co-workers and supervisors.
• Intermediate Knowledge of the NEC and electrical codes related to the field of work.
• Must possess the ability to perform the essential functions of the position.

Working Environment and Level of Physical Activity

Work is performed in both indoor and outdoor environments. Physical hazards are present approximately 75% of the time and may inhibit the normal performance of duties. Position may be exposed to adverse weather conditions, confined spaces, noise and traffic hazards, chemical solvents or fumes, and high voltage areas. Work may include climbing water storage tanks and other structures as directed. Work will also require performing full duties of the job description while on a surface other than the ground such as, but not limited to, water storage tanks, buildings, communication towers and other structures that house Pueblo Water infrastructure. Work requires continuous standing, walking, bending, climbing, and/or kneeling for extended periods of the time on a regular basis. Lifting, pulling, and/or pushing of items (sometimes in excess of 40 pounds) is moderate and necessary for the performance of required duties.
