Job description

Lawrence Berkeley National Laboratory (LBNL) is seeking an Electronics Engineering Technical Supervisor within the Engineering Division to provide technical and operational leadership for the Advanced Light Source (ALS) Electronics Maintenance group. This position plans, schedules, coordinates, and directs electronics technologists for electronics maintenance activities and personnel, ensuring effective support of ALS operations and preventive maintenance requirements. Responsibilities include oversight of staffing, budgets, equipment, and property; administration of Laboratory policies, procedures, and safety requirements; and management of personnel actions, performance, and development. The supervisor also establishes and improves work processes and procedures, recommends organizational and policy changes, and provides technical leadership to ensure safe, reliable, and efficient electronics maintenance operations.

You will:
Level 2:
  • Oversee all technical, administrative, and leadership operations of the group. Including participation in various administrative activities such as budget planning and control; personnel matters, including hiring, training and development, job performance standards, job performance reviews, salary administration, promotions, disciplinary actions, general employee relations matters; and other general administrative activities relating to group, department, divisions, and lab-wide operations.
  • Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends.
  • Serve on various department, division, and Lab-wide committees as requested.
  • Exercise strategic forward planning to fully meet scientific and safety goals of the Laboratory and to minimize the use of SBA (Staff Between Assignments) funds.
  • Supervise, manage, and direct personnel and activities supporting equipment preventive maintenance, reliability, and electronics engineering objectives.
In addition to the above, level 3:
  • Recommend strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results.
  • Identify issues where analysis of situations or data requires an in-depth knowledge of organizational objectives.
  • Coordinate, establish and implement long-range goals that govern overall assigned technical operations and personnel.
  • Coordinate the financial obligations of the Electronic Maintenance group and the various projects/programs to ensure expenditures are within the budget.
  • Supervise, manage, and direct activities, equipment, and staff (e.g., technologists and subordinate Lead Technologists assigned to provide technical support for ALS electronics engineering objectives.
  • Review and participate in various personnel issues such as reclassification, promotion and salary adjustments.
  • May interact with senior management on matters concerning several functional areas, divisions, and/or partner divisions.
We are looking for:
Level 2:
  • 3-4 years of experience in the field of electronic technology that includes supervisory and administrative capabilities.
  • Ability to effectively manage and supervise electronics technologist personnel in a union environment.
  • Excellent oral and written communication skills.
  • Ability to work effectively with staff at all levels across LBNL.
  • Demonstrated ability to independently perform and oversee preventive maintenance on complex electrical, Programmable Logic Controllers (PLC) and electronic systems, while ensuring compliance with established maintenance procedures and electrical safety requirements.
  • Knowledge of power supply systems commonly encountered in accelerator environments, including magnet power supplies, RF power systems, high-voltage power supplies and pulsed power supplies.
  • Technical and administrative expertise in hazardous material handling and safety related work practices associated with the type of work performed by the group.
  • Knowledge of LBNL, U.S. Department of Energy, State of California, and/or other regulatory agencies, including orders, regulations, and policies, regarding environment, safety and health.
In addition to the above, level 3:
  • 5 or more years of experience as a technical manager, superintendent, or supervisor in a research and development, broadcast, industrial, nuclear, marine, transportation, aerospace, or other complex high-reliability technical environment.
  • Proven expertise in technical operations in the field of electronics engineering, with demonstrated ability to translate complex technical requirements into actionable work plans for technical staff.
  • Ability to exercise strategic foresight, identifying potential organizational bottlenecks, and coordinating complex activities across different functional areas
  • Demonstrated leadership in a unionized environment.
  • Knowledge of NFPA 70E electrical safety work practices.
Desired skills/knowledge:
  • 5+ years of supervisory experience.
  • Extensive experience working in the field of electronic technology.
  • BS Degree in Electronics / Electrical Engineering.
  • The equivalent in advanced formal military or industrial training in nuclear, radar and satellite.
  • Certified Electronics Technician (CET).
  • FCC General Radio Operator License (prefer Radar Endorsement).
  • SBE Broadcast Certification (CSBE, CRBE, CBTE, CSTE, CPBE).
  • Other applicable industry certifications.
Additional information:

  • Salary range:
    • The expected salary for the level 2 position is $121,680 - $148,740, which fits into the full salary of $108,168 - $182,520 depending upon the candidate's skills, knowledge, and abilities. This includes education, certifications, and years of experience.
    • The expected salary for the level 3 position is $153,144 - $187,200, which fits into the full salary of $136,140 - $229,728 depending upon the candidate's skills, knowledge, and abilities. This includes education, certifications, and years of experience.
  • Export Control Access: This position will involve access to hardware, commodities, and technical information subject to export control regulations include, but not limited to, the Export Administration Regulations ("EAR") and/or International Traffic in Arms Regulations ("ITAR").
