Northrop Grumman Mission Systems (NGMS) seeks to fill a Manager Electronics Engineering 3 opportunity to lead the Analog & Mixed Signal Integrated Circuit (A&MS IC) section within Engineering & Sciences for Baltimore and Partnered Sites.

Position Overview

The A&MS IC section Lead is a dual role manager position, involving both overall management of the A&MS IC section of the Electrical Engineering and Receiver Exciter Department and providing engineering leadership on programs. The Section Lead is a manager of manager positions for 40 - 100 employees with direct supervision of the individual group managers and the senior technical staff within the section. The section lead will be responsible for implementing the vision of the department within his/her section, and leading department initiatives to achieve objectives. Additional responsibilities include collaborating with peer section managers on interacting with business division counterparts to coordinate staffing and other program support (e.g. proposal reviews, design reviews, customer meetings). The section lead will be expected to perform productive (direct-charge) work on programs. It is anticipated that the section lead will charge programs directly for 60% or more of their time and charge. The direct program work may include technical work, IPT leadership, consulting, proposal support, or any other appropriate engineering leadership or support. This position can be performed at our Baltimore, MD location or Morrisville, NC location. If filled at the Morrisville, NC location the Section Lead will be required to regularly visit the Baltimore site.

Roles and Responsibilities
  • Lead section staff based on organizational goals, business objectives, and company policies
  • Develop and maintain the Analog & Mixed Signal IC strategy
  • Champion disciplined engineering process application and improvement
  • Lead and support programs and engineering teams to successfully achieve engineering objectives and program milestones.
  • Support proposal activities (lead, technical/management volume development, Basis of Estimate (BOE) development/defense).
  • Support and lead skill and career development; continuous improvement; and growth initiatives
  • Hire, train, mentor and supervise front line managers
  • Manage workload forecasting, hire/develop engineering talent
  • Provide engineering staffing to programs
  • Manage indirect charging of section staff
  • Prepare, manage, and conduct performance reviews
  • Lead compensation planning, promotion evaluations and other employee recognition activities for section.

This position is contingent upon the successful transfer of an active US. Government Secret Clearance and the ability to obtain Special Program Access (SAP) prior to start.

Basic Qualifications
  • Bachelor’s degree with 8 years of experience, a Master’s degree with 6 years of experience or a PhD with 4 years of experience in Electrical Engineering, Computer Engineering, Computer Science, Applied Physics, Applied Mathematics, or related technical fields; an additional 4 years of experience may be considered in lieu of a degree
  • U.S Citizenship is required
  • An active US Government Secret Security Clearance
  • 5+ years of experience with design, verification and integration & test of integrated circuits
  • 3+ years of prior experience in people leadership
  • Strong leadership qualities, including excellent communication and collaboration, team engagement, and organizational skills
Preferred Qualifications
  • Experience leading large groups in a functional, programmatic, or technical capacity
  • Project Lead or Technical Lead experience on DoD or related programs 3+ years prior engineering functional management experience
  • Experience with analog and mixed signal circuit design, verification and integration
  • Experience with semiconductor fabrication at multiple technology nodes and fabs
  • Experience with development of RF and Optical Sensor systems
  • Product Management Experience
  • Top Secret clearance and/or SCI with CI or FS polygraph
  • Ability to obtain Special Program Access (SAP)
  • Advanced degree in technical discipline.

Salary

Primary Level Salary Range: $184,300.00 - $276,500.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
