Job summary

A telecommunications staffing agency in Vancouver, WA is seeking an engineering professional to provide support for communication and control systems. The role requires a Bachelor's degree in Electronics or related fields and at least 5 years of experience in electronic engineering. Job description

Location: Vancouver, WA - hybrid – onsite initially, 2 days per week remote after training
Travel: Up to 10% - occasional travel and overnight travel to field locations
OT: 5% anticipated
Length: 1+ yrs, up to 5 years

Overview

This position will provide engineering and field support for one or more of the corporation’s communications and control systems for the Power System Control (PSC) Technical Services group located in Vancouver, Washington.

This group seeks candidates with experience in one or more telecommunications systems:

  • Internal telephone system
  • Microwave radios
  • UHF radios
  • High frequency (HF) radios
  • VHF radios
  • Carrier systems (T1, T3, OC1, OC3, etc.)
  • Fiber optic systems
Position Responsibilities
  • Provide technical engineering and expertise with assistance from Subject Matter Expert(s), for field technicians, design engineers, construction crews, and technical oversight committees.
  • Assist in the development of maintenance standards and work guides that provide methods and techniques to be followed by technician crews
  • Draft and submit procedures for review regarding installation, use, and troubleshooting of hardware and software related to assigned systems and equipment.
  • Interface with control center personnel and systems to validate proper data integration between field and control center systems.
  • Investigate and analyze operating problems associated with complex electronic systems such as those used in the implementation and maintenance of corporate telecommunications or SCADA system
  • Assist in development of standards for planning and design documentation related to new equipment and technology.
  • Assist in the preparation of detailed system specifications, including diagrams, charts, equipment configurations, and recommended technologies.
  • Evaluate, recommend for selection, and support test equipment used to troubleshoot or maintain assigned systems and equipment.
  • Prepare formal training curriculum and hands‑on exercises for SCADA or other assigned systems and equipment
  • Monitor and provide guidance to supply chain and Warehouse staff for appropriate spare parts levels for SCADA
  • Provide review and recommendations related to the disposition of retired equipment and “parting out” for spares.
  • Participate in teams to perform engineering studies, incorporating technological advances in instrumentation, manufacturer designs, and corporate design standards, and considering field conditions and practices.
  • Compile technical results and related tables, reports, and graphics on system performance, failure analysis and equipment outages
  • Coordinate plans of service with stakeholders and implement corporate-approved plans for assigned projects.
  • Draft work statements, coordinate, and verify the placement of manufacturer/vendor maintenance support agreements.
Education & Corresponding Experience
  • Bachelor’s degree in Electronics, Electrical or Telecommunications Engineering is required.
  • 5 years of experience and knowledge of electronic engineering concepts, principles, and practices applicable to one or more of the following is required:
    • Internal telephone system
    • Microwave radios
    • UHF radios
    • High frequency (HF) radios
    • VHF radios
    • Carrier systems (T1, T3, OC1, OC3, etc.)
    • Fiber optic systems
Required Technical Skills & Experience
  • 2 years of direct experience with designing, installing, or maintaining one or more of the systems above.
  • Proficiency with Microsoft Office products (Word, Excel, PowerPoint and Outlook)
Preferred Skills & Experience
  • Experience installing, maintaining, troubleshooting, and/or designing microwave links, including:
    • Equipment configuration
    • Measurements
    • Link budget analysis (or path analysis)
    • Experience with industrial control or automation protocols (ethernet or serial based): e.g., DNP3, Modbus, OPC, or packet-based Ethernet/IP operational technology (OT) or industrial control system (ICS) networks.
    • Experience providing support service to field users in a utility or industrial environment.
    • Knowledge of Python script programming.
    • Experience conducting classroom training or laboratory workshops.
