Job summary

CorSource Technology Group in Portland, Oregon, is seeking an Electronic Engineer 1 - Telecom for a contract role within TENP. You will contribute to engineering, design, and field support for telecom facilities, including fiber optics, radios, microwave systems and power/status monitoring equipment.

You will assist in scoping, drafting designs and BOMs, and coordinating with project managers and COR to ensure compliance and timely delivery.

OVERVIEW

Assignment

This contract Electronic Engineer Assignment will work in the Company’s Telecommunications Engineering organization (TENP). The Telecommunications function provides engineering, design, and field support for Company’s telecommunication facilities and associated equipment. This includes fiber optics, analog/mobile radio, digital radio, power line carrier, operational telephone, microwave towers and antennas, emergency AC/DC power and UPS (uninterruptible power supply) systems, communications buildings, multiplex equipment, and monitoring systems including alarm system, Fault Locating Acquisition Reporter (FLAR), microwave monitor, wide area networks used for operational data and network management. This Assignment provides professional engineering expertise in assisting the project manager and other engineering personnel in implementing projects; supporting field maintenance crews and operations; and other related engineering activities.

Organization

TENP is a project engineering organization that leads and participates in cross-functional teams of engineers and subject matter experts to scope projects that have additions, modifications or upgrades to telecommunications systems. This Assignment will collaborate within the group and across other disciplines including mechanical, architectural, structural, and substation engineering during projects. Prioritizing a proactive approach to work assignments, clear communication, creative problem solving, and attention to detail are all highly encouraged. Most work is completed at a sitting/standing desk in an office environment with occasional visits to field sites. Work is accomplished both in teams and at an individual level and involves coordination with engineering personnel and project managers.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate manager or other federal personnel with the authority to do so.

• Provide telecommunications scoping input for concept design documents (CDDs) and produce draft detailed design drawings and draft bills of materials and statements of work (SOWs) based on analysis of engineering and design requirements, project parameters, and technical information compiled from multiple sources.
• Upon request of Project Manager (PM) or Contracting Officer’s Representative (COR), provide technical input and recommendations, as non-voting member of the evaluation and decision-making panel, regarding technical tradeoffs and product compliance to existing policies and standards and budgetary constraints.
• Perform engineering studies with assistance from TENP Subject Matter Experts (SMEs), and document findings in formal reports.
• Participate in teams to research and test telecommunication and related equipment.
• Assist in development of requirements for technical specifications for procurement and construction of telecommunications systems and equipment. Provide technical support in the administration of material contracts and project management of turnkey system contracts as requested / directed by COR or Contracting Officer (CO). Approval for all final procurement or contract actions must be received from the company federal staff.
• Use standard telecommunications guides, design templates, standards and specifications to scope and design assigned projects.
• Assist with the preparation of innovative design templates, standards, and specifications for approval by the company staff, as needed, when existing documentation does not include the needs required by the project situation.
• Prepare comprehensive final scoping documents and design packages for assigned projects, including final detailed design drawings, draft statements of work (contract design and construction), and all other documents for the telecommunication equipment installation, layout, wiring, and testing for review and approval by the company staff.
• Prepare equipment settings sheets and all other documentation required to complete the design packages associated with assigned projects.
• Provide the company staff with material and equipment requirements for design projects and assist in preparing material requisitions (MRs) for company approval; coordinate with the company personnel for timely acquisition and delivery of project equipment and materials.
• Participate in the coordination of project requirements, plans of service and details with project team members and stakeholders during technical scoping.
• Participate in events at specific project sites, including scoping meetings, equipment installation, and testing phases to ensure telecommunications requirements are addressed.
• Assist in providing technical support to the construction organization during project installation and energization, including troubleshooting path obstruction and interference issues.
• Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

REQUIREMENTS

Education & Corresponding Experience

• A bachelor’s degree in engineering, preferably in Electronic or Telecommunications Engineering, is required.
• Candidates 3 months from graduation will be considered. Proof of degree may be requested after graduation. ** (Request attestation from supplier confirming degree was obtained) **
• 6 months of experience in Telecommunications Engineering or closely related field is required.
• Must have knowledge of engineering concepts, principles and practices applicable to components and facilities found on a regional transmission system.

Required Technical Skills & Experience

• Skill in oral and written communication to effectively fulfill client/customer/team requirements.
