Actalent is seeking an Electronics Engineer for a contract role based in Vancouver, WA. The Telecommunications Engineering group (TENP) supports design, installation, and maintenance of BPA telecom facilities and related equipment, including fiber optics, microwave, and monitoring systems.

You will assist in scoping, design documentation, procurement support, and field coordination to ensure successful project delivery.

Qualifications

  • Bachelor's degree in engineering required.
  • 6 months of experience in Telecommunications Engineering or closely related field required.
  • Knowledge of engineering concepts, principles and practices for regional transmission systems.
  • Strong oral and written communication skills to effectively fulfill client requirements.

Responsibilities

  • Provide telecommunications scoping input for concept design documents and produce draft detailed design drawings, BOQs and SOWs.
  • Provide technical input and recommendations on technical tradeoffs and product compliance within budgets and policies.
  • Perform engineering studies with TENP SMEs and document findings in formal reports.
  • Participate in teams to research and test telecommunication equipment and systems.
  • Assist in developing technical specifications for procurement and construction of telecommunications systems.
  • Prepare final scoping documents and design packages including drawings, SOWs, and testing plans for review and approval by BPA staff.
  • Coordinate material requirements and requisitions with BPA for timely equipment delivery.
  • Assist in site visits, scoping meetings, installation and testing phases to ensure telecom requirements are met.

Job description

Actalent is currently seeking a qualified Electronics Engineer for a position in Vancouver, WA.

This Electronic Engineer Assignment will work in Bonneville Power Administration (BPA)s Telecommunications Engineering organization (TENP). The Telecommunications function provides engineering, design, and field support for BPAs telecommunication facilities and associated equipment. This includes fiber optics, analog/mobile radio, digital radio, power line carrier, operational telephone, microwave towers and antennas, emergency AC/DC power and UPS (uninterruptible power supply) systems, communications buildings, multiplex equipment, and monitoring systems including alarm system, Fault Locating Acquisition Reporter (FLAR), microwave monitor, wide area networks used for operational data and network management. This Assignment provides professional engineering expertise in assisting the project manager and other engineering personnel in implementing projects; supporting field maintenance crews and operations; and other related engineering activities.


POSITION RESPONSIBILITIES


  • Provide telecommunications scoping input for concept design documents (CDDs) and produce draft detailed design drawings and draft bills of materials and statements of work (SOWs) based on analysis of engineering and design requirements, project parameters, and technical information compiled from multiple sources.

  • Upon request of Project Manager (PM) or Contracting Officers Representative (COR), provide technical input and recommendations, as non-voting member of the evaluation and decision-making panel, regarding technical tradeoffs and product compliance to existing policies and standards and budgetary constraints.

  • Perform engineering studies with assistance from TENP Subject Matter Experts (SMEs), and document findings in formal reports.

  • Participate in teams to research and test telecommunication and related equipment.

  • Assist in development of requirements for technical specifications for procurement and construction of telecommunications systems and equipment. Provide technical support in the administration of material contracts and project management of turnkey system contracts as requested / directed by COR or Contracting Officer (CO). Approval for all final procurement or contract actions must be received from BPA federal staff.

  • Use standard telecommunications guides, design templates, standards and specifications to scope and design assigned projects.

  • Assist with the preparation of innovative design templates, standards, and specifications for approval by BPA staff, as needed, when existing documentation does not include the needs required by the project situation.

  • Prepare comprehensive final scoping documents and design packages for assigned projects, including final detailed design drawings, draft statements of work (contract design and construction), and all other documents for the telecommunication equipment installation, layout, wiring, and testing for review and approval by BPA staff.

  • Prepare equipment settings sheets and all other documentation required to complete the design packages associated with assigned projects.

  • Provide BPA staff with material and equipment requirements for design projects and assist in preparing material requisitions (MRs) for BPA approval; coordinate with BPA personnel for timely acquisition and delivery of project equipment and materials.

  • Participate in the coordination of project requirements, plans of service and details with project team members and stakeholders during technical scoping.

  • Participate in events at specific project sites, including scoping meetings, equipment installation, and testing phases to ensure telecommunications requirements are addressed.

  • Assist in providing technical support to the construction organization during project installation and energization, including troubleshooting path obstruction and interference issues.

  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.


Qualifications


  • A bachelors degree in engineering, preferably in Electronic or Telecommunications Engineering, is required.

  • Candidates 3 months from graduation will be considered. Proof of degree may be requested after graduation. ** (Request attestation from supplier confirming degree was obtained) **

  • 6 months of experience in Telecommunications Engineering or closely related field is required.

  • Must have knowledge of engineering concepts, principles and practices applicable to components and facilities found on a regional transmission system.

  • Skill in oral and written communication to effectively fulfill client/customer/team requirements


Preferred Skills & Experience:


  • Experience or knowledge regarding preliminary engineering, design, and construction of telecommunications or network engineering projects in a utility environment.

  • Experience or knowledge regarding the review and evaluation of design packages (including drawings, material certifications and submittals for conformance to the design specifications).

  • Knowledge of backbone infrastructure connectivity including microwave radio and fiber optic telecommunications systems.

This is a Contract position based out of Vancouver, WA.


Pay and Benefits

The pay range for this position is $37.00 - $42.00/hr.


Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
