Electrical & Instrumentation Technician Position

The Inland Empire Utilities Agency is seeking a dedicated Electrical & Instrumentation Technician to help ensure the reliable operation of the Agency's water, wastewater, recycled water, and composting facilities.

Responsibilities

This position performs electrical and process control instrumentation work in support of the Agency's water, wastewater, recycled water, and composting facilities. Duties may include assisting with or independently performing the construction, installation, testing, calibration, maintenance, troubleshooting, and repair of electrical systems, process control instrumentation systems, motors, machinery, communication systems, computerized control systems, and related equipment.

Qualifications

Education and Training Requirements:

• Electrical & Instrumentation Technician I
  • Graduation from high school or GED equivalent and enrollment in an accredited vocational trade school.
  • May be considered for advancement after demonstrating proficiency to perform the full range of duties of Technician II, including competency in maintenance/repair of electrical or process control systems and obtaining an ISA Control Systems Technician Associate or equivalent.
  • Expected to meet proficiency criteria within 12‑24 months.
  • Within six months obtain CPR, First Aid, Confined Space, SCBA, and Forklift certifications.
  • Within twelve months obtain California Water Environment Association (CWEA) Electrical and Instrumentation Technologist Grade 1 Certification.
• Electrical & Instrumentation Technician II & III
  • Graduation from an accredited vocational trade school and two years of sub‑journey to journey‑level experience in design, installation, maintenance, and repair of complex electrical systems and/or process control instrumentation and related equipment.
  • May be considered for advancement after demonstrating proficiency to perform the full range of duties of Technician III, obtaining required licenses, certificates, and special requirements.
• Licensing and Certifications
  • Valid California Class C driver’s license and ability to maintain insurability under the Agency’s vehicle insurance program.
  • In some assignments, a California Class A or B driver’s license, Boom Truck Fixed Cab Operator Certification, and Weight Master Certification may be required.
  • Required certifications: CPR, First Aid, Confined Space, SCBA, Forklift.
  • For Technician II: CWEA Electrical and Instrumentation Technologist Grade 1 is required at hire; within 24 months obtain Grade 2; within 12 months obtain one of Ultrasound Level 1, Infrared Thermography I, or ISA Certified Control Systems Technician Associate.
  • For Technician III: CWEA Grade 2 is required at hire; within 24 months obtain Grade 3; within 12 months obtain two of Ultrasound Level 1, Infrared Thermography I, ISA Certified Control Systems Technician Level 1, CMRT, CMRP, or CRL.

Work Schedule: 4/10 work schedule with the ability to work varying shifts, nights, weekends, holidays, overtime, on‑call duty, respond to call backs, and may be required to work alone.

Skills and Abilities

• Ability to safely perform electrical and instrumentation work while adhering to established safety policies and procedures, including the proper use of personal protective equipment (PPE), lockout/tagout, arc flash, and confined space entry practices.
• Knowledge of the principles, methods, tools, and equipment used to install, test, calibrate, maintain, troubleshoot, and repair electrical systems, process control instrumentation, motors, and related equipment.
• Ability to inspect, diagnose, and resolve electrical, instrumentation, and control system malfunctions using diagnostic equipment, technical manuals, and established troubleshooting techniques.
• Knowledge of programmable logic controllers (PLCs), supervisory control and data acquisition (SCADA) systems, variable frequency drives (VFDs), communication systems, and process control instrumentation used in water, wastewater, recycled water, and composting facilities.
• Ability to read and interpret electrical schematics, wiring diagrams, blueprints, instrumentation drawings, and technical manuals to perform maintenance, repairs, and equipment installations accurately.

Compensation and Employment Terms

Salary Range:

• Electrical & Instrumentation Technician I – GU 176 ($45,377.00 – $55,288.00)
• Electrical & Instrumentation Technician II – GU 179 ($52,530.30 – $64,002.90)
• Electrical & Instrumentation Technician III – GU 181 ($57,911.60 – $70,559.70)

FLSA: Non‑Exempt. Probationary Period: 12 months.
