The Applied Research Laboratory at Penn State University is seeking an Electrical (ECAD) Engineering Technologist to support the MEDD team in State College, PA. The role focuses on ECAD design, documentation, and configuration management for high‑level research programs supporting DoD, Navy, and IC projects.

You will create schematics, PCBs, and BOMs, lead small teams, utilize Teamcenter for file control, and participate in design reviews while ensuring compliance and accurate project tracking.

Qualifications

• Bachelor's degree in a relevant engineering field.
• 6+ years of relevant experience or an equivalent combination of education and experience.
• Experience leading or supervising teams.
• Experience with ECAD tools to develop schematics, PCBs, BOMs and libraries.

Responsibilities

• Facilitate ECAD design support with R&D Engineers and Support Specialists.
• Lead creation of schematics, PCBs, circuit card assemblies, BOMs and documentation.
• Use Teamcenter to archive and manage design documents and configurations.
• Assist with work intake, estimation, and execution; report to senior management as needed.
• Participate in, and occasionally lead, design reviews and meetings.
• Maintain required compliance training for business systems, safety and security.

POSITION SPECIFICS

We are searching for an Electrical (ECAD) Engineering Technologist to join our Mechanical and Electrical Design and Drafting (MEDD) team at the Applied Research Laboratory (ARL) at Penn State. ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC). The MEDD Service Center works in collaboration with the ARL Research Offices to create CAD based Mechanical & Electrical Designs including drawing compliance and design Configuration Management support.

You will:

• Facilitate electrical (ECAD) design support through collaboration with R&D Engineers and Engineering Support Specialists
• Lead the creation of schematics, printed wiring boards, circuit card assemblies, bills of materials, and other documentation using accepted methods and techniques
• Utilize ARL’s Project Lifecycle Management (PLM) software (Teamcenter) to properly archive and perform configuration management of all design documentation
• Facilitate work intake, estimation, and execution; reporting to senior management as requested
• Participate in, and occasionally lead meetings and design reviews
• Maintain all required compliance training related to business systems, safety, and security

Required skills/experience areas include:

• Past success utilizing ECAD software to develop schematics, printed wiring boards, circuit card assemblies, library parts, and bill of materials
• Past success in leading or supervising teams
• Working knowledge of printed wiring board construction, fabrication, and assembly
• Past success with project deliverables and team tracking

Preferred skills/experience areas include:

• Altium ECAD software
• Siemens Teamcenter PLM software
• Microsoft Office Product Suite – Excel, Word, PowerPoint, Project, Visio
• Significant knowledge of electrical systems such as power electronics, analog, digital, RF, and EMI
• IPC CID and / or CID+ certification, or general knowledge of IPC standards
• Current eligibility for access to classified information at the Secret level or higher and may be subject to a government background investigation to upgrade clearance eligibility, if required

Your working location is required to be 100% on-site, located in State College, Pennsylvania. Options may exist for a hybrid work from office and work from home scenario dependent upon research requirements. If filled as Engineering Technologist, Electrical (ARL) - Senior Professional, this position requires: Bachelor's Degree 6+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None. If filled as Engineering Technologist, Electrical (ARL) - Advanced Professional, this position requires: Bachelor's Degree 3+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None.

The salary range for this position, including all possible grades, is $80,100.00 - $152,004.00.
