The primary role of a Commissioning Authority Level 3 (CxA 3) is to build upon the skills and job requirements of a CxA 2 and expand their level of project support into some overall project planning and management along with more extensive exposure to other members of the overall construction team. Troubleshooting skills using data and other testing and analysis techniques will become a vital skill for a CxA 3.

SKILLS, DUTIES & ESSENTIAL JOB FUNCTIONS

  • All skills, duties and essential job functions of CxA 2:
  • Perform and document design reviews
  • Review contractor submittals for commissioned systems
  • Conduct on-site construction inspections and complete associated reports
  • Identify, track, and reconcile non-compliance issues discovered during inspections
  • Create pre-functional test scripts
  • Create functional performance test scripts
  • Conduct functional performance testing
  • Identify, track, and lead reconciliation of non-compliance issues discovered during testing
  • Written communication and report writing
  • Ability to use analytical tools and test equipment
  • Ability to work self-directed
  • Ability to read and understand construction documents, controls and instrumentation documents, and electrical wiring diagrams

  • Attend design review meetings
  • Root cause analysis and trouble-shooting ability
  • Ability to analyze trend data
  • Thorough understanding of applicable codes for a wide variety of facilities
  • Technical understanding of complex mechanical, electrical, and plumbing systems
  • Verbal communication to a wide range of audiences, including owners, end users, design team members, and contractors
  • Plan and coordinate your efforts with design team members, facility operations staff, contractors, and end users

MINIMUM COMPLETED TRAINING, CERTIFICATIONS

  • Ability to obtain commissioning authority certification within 2 years of initial employment
  • OSHA 10 safety training course

BASIC QUALIFICATIONS

  • Bachelor’s degree in engineering from an accredited university OR equivalent applicable industry experience (10 years)

PREFERRED QUALIFICATIONS

  • Degreed engineers should have obtained their EIT
  • Degreed engineers on course to obtain PE within 2 years of employment

WORKING CONDITIONS AND PHYSICAL EFFORTS

  • Regular travel to local and out of town project sites and meetings will be required
  • Travel schedules are driven by project requirements and will sometimes require 50-60% of your time committed to out of town projects
  • Ability to work in both indoor and outdoor environments; must also be able to drive in various conditions to conduct work.
  • Work involves moderate exposure to elements, such as hot/cold temperatures, dirt, dust, and/or loud noises.
  • Work environment involves some exposure to construction, mechanical and electrical-related hazards or physical risks, which require following basic safety precautions.
  • Performance of the required duties will require physical ability to climb permanent and temporary stairs, passenger use of construction personnel hoists, ability to climb ladders and scaffolds and to negotiate work areas under construction.
