Job summary
The City of Oakland is seeking a Program Analyst III to advance watershed and stormwater initiatives within the Public Works Department. You will manage complex projects, translate technical data into clear reports, and collaborate with staff, consultants, and regulatory agencies to meet environmental goals.

- Developing and refining projects addressing stormwater and water quality.
- Writing reports, memos, training documents, and other materials for diverse audiences.
- Conducting field investigations of creeks, infrastructure, and emergencies.

- Providing technical review to City work groups on development and projects.
- Interpreting plan sets, hydrology reports, and environmental data.
- Managing capital projects including creek restoration and stormwater infrastructure.
- Managing GIS projects and asset management initiatives.

Exempt Limited Duration Employee (ELDE): This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules (per Charter Section 902f). Exempt Limited Duration positions may not exceed a period of one year.
The Watershed and Stormwater Management Division of Oakland Public Works (OPW) is responsible for protecting water quality by preventing pollutants from entering the stormwater drain system, while also maintaining and improving the health of local creeks and watersheds. The division coordinates and implements Citywide compliance with water quality and environmental regulations and supports the planning of infrastructure rehabilitation and upgrades, including trash capture, green stormwater infrastructure, and creek restoration. In addition, the division advances innovative mapping and asset management efforts and plans and manages projects that support the City's watershed, drainage, and environmental goals. Our work includes stormwater pollution, green stormwater infrastructure, creek protection and restoration, environmental review, illicit discharge investigations and enforcement, and Lake Merritt water quality projects. - Conducting field investigations and inspections of creeks, green stormwater infrastructure, proposed development sites, land acquisition sites, business and City corporation yards, illicit discharges, and storm-related emergencies.
- Developing and providing training courses, resources, and technical guidance on watershed and stormwater management and regulatory compliance.
- Coordinating and providing technical review and guidance to City work groups on development, redevelopment, infrastructure, and other projects and programs affecting stormwater and waterways.
- Reviewing and interpreting technical documents, including plan sets, hydrology reports, environmental impact reports, and water quality data related to water quality, stormwater regulations, hydrology, riparian habitat, and creek restoration.
- Managing and assisting with stormwater, waterway, and watershed capital projects involving creek and shoreline restoration, storm drainage infrastructure, trash capture, green stormwater infrastructure, and related improvements.
- Managing Geographic Information Systems (GIS) projects by creating and updating maps, online interfaces, field mapping applications, map-based forms, and databases and contributing to storm drainage system asset management.

Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable.
Bachelor's degree in environmental studies, geography, geology, hydrology, environmental engineering, landscape architecture or related field from accredited college/university. Master's degree and/or Stormwater Management Certificate desirable.
Four years relevant experience in environmental management (stormwater/watershed management desirable), regulatory compliance, and environmental projects or programs (stormwater- or waterway-related desirable), including one year lead direction or supervisory experience.
Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
Fieldwork experience: Geographic Information System (GIS) experience is desirable. Environmental justice experience desirable.

Salary is negotiable within the defined range depending on qualifications.
- 15 paid holidays
- Vacation - 2 weeks per year minimum with the ability to accrue more depending on public sector years of service
- Retirement - CalPERS (California Public Employees' Retirement System) with a pension formula of 2.5% @ 55 (for Classic CalPERS members) and % @ 62 for new CalPERS members. Classic employees contribute 8% of pre-tax wages. The City of Oakland does not participate in Social Security
- Health - The City of Oakland pays for the cost of employee and eligible dependent coverage at the Kaiser rate. Other plans include Anthem, Blue Shield, United Health Care and other HMO and PPO plans
- Dental - The City of Oakland pays for Delta Dental full premium for employees and eligible dependents
- Vision - The City of Oakland pays for VSP full premium for employees and eligible dependents
- Sick leave - Employees accrue 12 days per year
- Deferred Compensation - 457 (b) pre-tax plan and an after-tax ROTH 401 (k) plan
