Job summary

Continental Carbon Co. is seeking an EHS Manager to plan, manage, and coordinate plant safety, health, and environmental programs.

You will interface with local and federal agencies as the plant representative and oversee OSHA logs, incident investigations, and permit administration. The role includes leading safety inspections, daily risk controls, training, and ensuring compliance with federal/state/local regulations.

Qualifications

• Master of Science in Industrial Hygiene and/or Environmental Management preferred; B.S. in Engineering, Industrial Hygiene or Safety or Environmental field required.
• Minimum 5 years of manufacturing/industrial EHS experience.
• Excellent communication, public speaking, interpersonal, and technical writing skills.
• Proficient in Word, Excel, Access, and PowerPoint.

MAIN FUNCTION

To plan, manage, coordinate, and administrate all plant safety, health, and environmental programs, projects, activities, loss prevention, including interfacing with regulatory agencies. Interact as CCC Plant Representative with local and federal governmental agencies as relates to EHS and law enforcement.

DUTIES AND RESPONSIBILITIES

SAFETY – Development, implementation, and evaluation of safety policies and procedures. Coordinates activities of the safety committee, conducts safety inspections, and provides technical guidance to ensure compliance with federal, state, and local regulations concerning safety. Maintains current OSHA logs and records of accidents Provides recommendations and solutions to problems to remediate unsafe work practices and conditions. Conducts accident investigations, compiles findings, and summarize information to determine cause, and provides recommendations necessary for the prevention of further accidents. Provides annual safety performance evaluation of department supervisors.

• Posting in each department the monthly statistics in PowerPoint which are sent by Houston
• Adhering to timeline of 3-days on Injury/Incident reports for submittal to Houston (complete)
• Conduct daily walk-through of plant for viewing of safe practices, such as housekeeping, ladder safety, PPE use
• Monthly inspections of equipment such as ladders for safety feet, rungs broken, and segregation of broken/tagged out ladders from good working order ladders
• Update OSHA Incident Summary Report and send it to Houston by 3rd of every month. Attend Departmental Safety Meetings
• Update plant policy with the EHS Manual as updates are issued
• Perform annual fit testing of employees using Porta Count or other quantitative fit testing equipment
• Writing Confined Space Entry Permits, Line Breaking Permits, Hot Work Permits in accordance with CCC policy. Conduct monitoring and assist with Contractors, and Employees during unit turn-arounds. Monitor confined spaces after posting of permits on a 2-hr or less rotating basis to make sure work is in accordance with permit requirements and proper safety measures are being maintained by all personnel.
• Following up on work-orders as compiled from Safety Committee meetings. Making sure the Safety Committee is “trained” in accordance to the Labor Contract.

HEALTH – Coordinate medical programs and protocol with the company corporate director to include medical monitoring programs, records management, DOT drug compliance testing, and random & mandatory drug testing programs. Assure adequate medical services are accessible for first aid and coordinate emergency medical services when necessary. Coordinate medical treatment and work duties for injured employees. Coordinate worker’s compensation records, insurance, and state agency notifications, billings, regulatory notifications, and provide information for counsel during litigation.

• Escort and transport personnel with injuries to the local physician’s office, or contact 911 if necessary
• Assist with housekeeping of work areas and the plant site to avoid any accumulations of carbon black which could contribute to fugitive emissions.
• Review and compile all fugitive emission inspection reports for compliance to the program of end of shift housekeeping, check and follow-up that inspections are being done by supervision and reports properly filled out.

ENVIRONMENTAL COMPLIANCE

Monitor and achieve compliance for regulatory permits and statutes, Annual and Semi-Annual Certifications of Compliance for submittal to state and federal agencies. Gather information for permit applications. Coordinate with state and federal agencies for permit compliance. Coordinate annual regulatory reporting such as Emission Inventories for permit fees, Emergency Planning and Community Right to Know (Tier II), and Toxic Release Inventory. Maintain and perform environmental monitoring with testing equipment for plant compliance. Maintain state certification as a Visual Emission Evaluator, coordinate local environmental inspections by state and federal authorities.

• MACT Compliance reports submitted timely (<30-days> with the submittal of the Semi-Annual and Annual Certification Reports
• Conduct daily visual emissions monitoring of stacks, bag houses, etc. for leaks, minor visible emissions.
• Review daily housekeeping inspection reports
• Follow-up after shift has ended to make sure the forms are factual and areas are cleaned as notated by Supervisors.
• Attend Local Emergency Planning Committee (LEPC) meetings
• Coordinate EHS compliance with HQ in timely manner
• Daily walk-through of plant looking for any spillage or piles of materials from equipment leaks which can become airborne by wind, institute clean-up immediately with Department Supervisor or employees working on the equipment or moving the packaged material which is leaking
• Update monthly the EHS %sulfur oil, % carbon black sulfur results for calculation of the emissions per the Title V Permit.

TRAINING – Plan, direct, control, monitor, assist, conduct, and administrate formal and informal health-safety training programs and meetings for employees and community citizens when necessary. Assist departmental supervisors with safety training. Orient new employees and contractors to the plant environment, safety policies and regulations, and worker interaction. Ensure training for compliance as required by state and federal regulations.

• Direct the activities of the EHS Coordinator, attendance to safety meetings, conducting of training and orientation of new hire employees, contractors, compile centralized training records for ISO and OSHA compliance. Complete all tests for visitors, contractors, and new hires and keep in records.
• Direct computerized training program of all plant personnel on the EHS training matrix.

INDUSTRIAL HYGIENE

Evaluate, identify workplace hazards which may cause damage to worker health as a result from exposure. Provide recommendations on proper administrative actions, engineering controls, and PPE selection to ensure the proper protection of employees during exposure to hazardous environments. Monitor, test, and evaluate the hazardous atmospheres, environmental conditions, and work place conditions. Use and interpret study data, instrumentation, and monitoring results as it relates to the effects on the employee. Evaluate and maintain MSDS inventories and ensure employee safety to products purchased from suppliers. Ensure proper labeling of products used in the plant and are being shipped as per regulations. Use, maintain, and calibrate all industrial hygiene equipment and PPE in an effective and operational condition.

FIRE PREVENTION AND CONTROL

Coordinate loss control inspections for insurance.

• Prepare in advance for immediate inspection and documentation of the Plant Safety Audits (PSA) by the Insurance broker. Compliance is regularly updated and documented.
• Assist Insurance Loss Control Auditor during plant walk-through.

RISK COMMUNICATIONS / PUBLIC RELATIONS

Conduct complaint investigations and negotiations with the public and area residents regarding any environmental allegations against the plant’s operation. Address concerns and complaints directed toward the plant.

PURCHASING

Evaluate and request to purchase necessary safety, health, and environmental equipment and PPE for the use in safeguarding the work force and the property of the plant. Submit and adhere to A.O.P. Budget for the EHS Department.

• Follow corporate guidelines on purchase of PPE styles and approved types only coordinated with Houston Purchasing for best price allocation
• Establish and control the boot purchase program by employees
• Establish and control the safety glass program by employees

PLANT SECURITY

Plan, implement, monitor, and control necessary programs and assets to prevent loss or damage to Company property or assets from any breach of unauthorized entry into the plant property.

EDUCATION AND EXPERIENCE

• Education: Preferred: Master of Science Industrial Hygiene and/or Environmental Management Required: B.S. in Engineering, Industrial Hygiene or Safety or Environmental related field
• Five (5) years, minimum, experience in a manufacturing or industrial environment with EHS responsibilities.
• Excellent communication skills including public speaking, effective interpersonal skills and technical writing.
• Proficient in Microsoft Word, Excel, Access and Power Point.
• Competency in technical areas of OSHA, EPA, State & Local regulations, State Worker’s Compensation rules, and Medical terminology and practices.
• Must be available to travel to other plant locations when necessary.
• Must have valid driver’s license.
